In preparation for the anticipated February FERC ruling on the revised committee structure, PJM held a combined Electricity Markets Committee (EMC) and Reliability Committee (RC) meeting on Wednesday, January 25, 2006. The Members Committee (MC) met the following day.

Several important topics were discussed at both meetings. At the EMC/RC meeting, the Regional Planning Process Working Group provided an update on its progress. The working group is looking at the entire Regional Planning Process and recommending updates to the process. At the October 2005 RC meeting, the group proposed and the RC adopted manual revisions to extend the time horizon for the planning studies to 15 years. At the next meeting in February, the working group plans to propose manual revisions for three sensitivity analyses -- Load Forecasts, Circulation and Generation Scaling. The group then will move on to the Market Efficiency sensitivity analysis.

Also discussed at the EMC/RC meeting was a revisions to the non-firm / willing to pay congestion transmission service. In order to address operating issues that arose through the Joint Operating Agreement with the Midwest Independent Transmission System Operator, short-term actions were put into place on December 14, 2005. This discussion introduced the topic and the need for a long-term solution. This discussion will continue in the Markets Implementation Committee.

At the MC meeting, the members approved, as part of the consent agenda, two proposals related to the Financial Transmission Rights (FTR) Auction Credit Policy. The membership endorsed the revisions without opposition. The members also endorsed revisions to Attachment M of the PJM Open Access Transmission Tariff (OATT) concerning the Market Monitoring Plan. Comments on the plan will be taken to the PJM Board for final action.

The members then debated the Marginal Losses topic. After significant discussion, the members voted to direct the Markets & Reliability Committee to develop proposed revisions to the PJM Tariff to remove the Marginal Loss requirement from the PJM Tariff. In other action, the members approved the continuation of the Governance Working Group to address voting protocol, Sector structure and other issues in the PJM stakeholder process.

01.27.2006 Docket No. EL03-236-006 (PDF) On January 27, 2006, FERC issued an order accepting the Settlement Agreement as filed by PJM on November 16, 2005. The revisions to the PJM Tariff and Operating Agreement are in compliance with Designation of Electric Rate Schedule Sheets, Order No. 614, and are accepted for filing and made effective the date this order issues.   • 01.09.2006 Docket No. EL05-145-000 (PDF) On January 9, 2006, the FERC issued an Order on Petition and Complaint in Docket No. EL05-145-000.  The FERC ordered PJM and PEPCO to jointly develop and implement a comprehensive operational, planning and construction plan to provide adequate reliability in the transmission system as described in the order within one month from the date of the order.  In addition, PJM and PEPCO are to jointly submit monthly progress reports on the implementation to the Commission.

  • 12.30.2005 Docket No. ER06-133-000 (PDF) On November 1, 2005 , PJM filed an unexecuted Network Integration Transmission Service Agreement (NITSA) with the City of Geneva and an amended Interconnection Service Agreement (ISA) among PJM, City of Geneva , and Commonwealth Edison in Docket No. ER06-133-000.  On December 30, 2005, the Commission accepted for filing PJM's proposed NITSA and amended ISA, suspended them for a nominal period, to become effective January 1, 2006, subject to refund.  The Commission also established hearing and settlement judge procedures.
  • 12.27.2005 Docket No. EL05-103-000 (PDF) On December 27, 2005, the FERC issued an order granting an extension of time to comply with the Commission's June 27 Order as requested by Midwest ISO and PJM and unopposed by NIPSCO to and including January 17, 2006.

The Commission further dismissed the pending request for rehearing in Docket No. ER04-608-005.

  • 01.17.2006 Docket No. EL05-103-000 (PDF) On January 17, 2006, PJM and MISO jointly filed the attached letter together with a non-public version of the Northern Indiana Transmission Study Final Report in compliance with the Commission's order issued on June 27, 2005, in Docket No. EL05-103-000.  PJM and MISO requested that the critical energy infrastructure information in the Final Report be protected in accordance with the Commission requirements.  A public version of the Northern Indiana Transmission Study Final Report will be posted on the PJM web site in the near future.

  • 01.05.2006 Docket No. ER06-456-000 (PDF) On January 5, 2006, PJM filed a report on allocations of cost responsibility for transmission upgrades included in PJM's Regional Transmission Expansion Plan after June 1, 2005, as approved by the PJM Board, along with revised tariff sheets to identify the relevant upgrades and associated cost allocations among responsible customers in Schedule 12-Appendix of the PJM Tariff.

  • 12.29.2005 Docket No. EL06-16-000 (PDF) On December 29, 2005 , PJM filed Comments in Docket No. EL06-16-000 pursuant to the Commission's order regarding the proposed repeal of the Market Behavior Rules implemented in the FERC Docket No. EL01-118-000.
  • 12.28.2005 Docket No. ER06-xxx-ltr, Docket No. ER06-xxx-tariff, Docket No. ER06-xxx-oa, Docket No. ER06-xxx-raa (PDF) On December 28, 2005, PJM submitted revisions to the PJM Tariff, Operating Agreement, and Reliability Assurance Agreements to enhance demand response in the PJM region by (i) making economic demand response a permanent feature of the PJM energy market through the integration of the PJM Economic Load Response Program into the provisions of Schedule 1 of the Operating Agreement and Appendix to Attachment K of the PJM Tariff, which set forth PJM's permanent market rules; (ii) setting forth rules pursuant to which demand response resources may provide spinning reserves (now Synchronized Reserve) and regulation service in PJM, and (iii) enhancing the PJM Emergency Load Response Program.

  • 12.19.2005 Docket No. EL06-20-000 (PDF) On December 19, 2005 ,  PJM and the Midwest ISO submit the attached  joint Answer to the November 23, 2005 Complaint filed by Wisconsin Public Service Corporation, in the Docket No. EL06-20.  The Complaint was filed in response to the October 31, 2005, Informational Filing by PJM and the Midwest ISO in response to the Commission’s order of March 3, 2005 requiring the Midwest ISO and PJM to file “a concrete plan and timeline . . . that provides substantive detail and narrative . . . of the elements necessary to comprise a common market, the impediments they anticipate having to overcome and the necessary tasks they expect to accomplish in order to commence common market operations.”  The March 3 Order also required the filing to contain, among other things, an evaluation of the “expected costs and benefits associated with achieving” each common market element.
  • 12.19.2005 Docket No. AD06-2-000 (PDF) On November 3, 2005 the Federal Energy Regulatory Commission ("Commission") issued a Notice of Proposed Voluntary Survey and Technical Conference ("Notice") in Docket No. AD06-2-000.   Among other things, in the Notice the Commission asked for comments on several issues identified in the EPAct 2005 related to demand response.  Please note that on December 19, 2005 PJM Interconnection, LLC filed comments in response to this aspect of Notice.
