all participants. PJM also joins in the Reply Comments filed by the

Public Service Corporation, Upper Peninsula Power Company, WPS Energy
Services, Inc., and its subsidiary, WPS Power Development, LLC (collectively
referred to as WPS) on August 15, 2006. The Complaint alleges that the
RTOs have abandoned the joint and common market because they are not
pursuing a single dispatch across the combined regions. The Answer demonstrates,
among other things, that the Commission's prior orders do not define
a joint common market as requiring a single dispatch and that the production
cost study demonstrates that a single dispatch is not cost justified.
