This month's Inside Lines informs PJM's stakeholders of various committee actions, upcoming training and other activities. PJM would like to highlight the following:

PJM E-mail Distribution Lists Upgrade
PJM is replacing its Majordomo e-mail list software with a new system. The Majordomo e-mail software was a means to manage large group lists such as the PJM’s members list. The new system will improve security of e-mail lists. The change will occur on Oct. 2.

Joint and Common Market Update
The 17 initiatives that are part of the plan of joining aspects of the Midwest Independent System Operator (Midwest ISO) and PJM markets are on track for completion, as reported at the Joint and Common Markets Committee Sept. 8 meeting. PJM FERC Orders
09.21.2006 Docket Nos. ER05-6 et al., EL04-135 et al., EL02-111 et al., EL03-212 et al. (PDF)
The Commission issued an order on September 21, 2006, which directed the FERC Staff to convene a technical conference to resolve the competing cross border cost allocation proposals filed by the PJM parties and the MISO parties on April 20, 2006. Staff is directed to report to the Commission the results of the conference within 150 days. The order indicates that the Commission is looking to adopt elements of both proposals including MISO's approach that considers counter-flows and PJM's more granular zonal approach (or even a nodal approach).

Highlights

PJM E-mail Distribution Lists Upgrade

PJM is replacing its Majordomo e-mail list software with a new system. The Majordomo e-mail software was a means to manage large group lists such as the PJM’s members list. The new system will improve security of e-mail lists. The change will occur on Oct. 2.

Users of the system should note that the prefix of all groups will remain the same however the new address will be @lists.pjm.com. PJM will transfer subscriptions from the current system to the new system so no action by the members is required.

Joint and Common Market Update

The 17 initiatives that are part of the plan of joining aspects of the Midwest Independent System Operator (Midwest ISO) and PJM markets are on track for completion, as reported at the Joint and Common Markets Committee Sept. 8 meeting. The additional initiatives that involve other analysis are progressing as planned.

Midwest ISO and PJM are working together to develop complementary operations system and market systems to meet the needs of customers and stakeholders in 23 states, the District of Columbia and the Canadian province of Manitoba. The initiatives are being developed through an open stakeholder process and are being designed to support stakeholders regardless of whether they participate in states with bundled or unbundled retail rates.

The objectives of the committee are to provide the highest level of inter-regional reliability while delivering the lowest cost energy and ancillary services to electric load across the Midwest ISO and PJM regions.

    On September 18, 2006, the Commission issued an order on rehearing concerning the border rate to be paid by AMP-Ohio as a result of Allegheny Power's integration into PJM. The matter was set for hearing and settlement judge procedures.

    On September 14, 2006, the Commission accepted for filing in Docket No. ER06-1374-000, a nonconforming executed construction service agreement among PJM, Benson Wind Farm, LLC and Commonwealth Edison company, effective July 17, 2006, as requested.

    On September 13, 2006, the Commission issued a letter order accepting a Network Integration Transmission Service Agreement between PJM and American Electric Power Service Corporation in Docket No. ER06-1310. The Commission granted the requested effective date of July 1, 2006 for the agreement.

    On September 13, 2006 the Commission issued an order in Docket No. ER06-826-002 granting rehearing for further consideration of the Commission's order issued on July 14, 2006 regarding amendments to Attachment M of the PJM Tariff relating to PJM's market monitoring function.

    On September 12, 2006, the Commission issued a letter order accepting Network Integration Transmission Service Agreements between PJM and the Blue Ridge Power Agency, and between PJM and Wabash Valley Power Association in Docket Nos. ER06-1316-000 and ER06-1317, respectively. The Commission granted the requested effective date of July 1, 2006 for the agreements.

    On 9/8/2006, the Commission issued an Order in Docket No. ER06-1263-000 and accepted revisions to the PJM Tariff, the PJM Operating Agreement, the PJM RAA and the PJM West RAA made related to the Consolidated Transmission Owners Agreement with the requested effective date of 9/18/2006.

    The Commission issued an order in Docket No. ER06-406-000 approving a settlement as just and reasonable that sets forth the terms and conditions for Batch Load Demand Resource participation in the PJM Synchronized Reserve Market.

    On August 28, 2006, the Commission issued a deficiency letter in Docket ER06-1177-000 regarding PJM's Option to Build Tariff revisions. The letter requests PJM provide additional information re: the election of the Option to Build by interconnection customers In addition, the Commission requests further information on PJM's proposal to change the security requirements for upgrades whether performed by the transmission owner or the interconnection customer. The answer is due within 15 days.

    On September 22, 2006, PJM Interconnection, L.L.C. submitted to the D.C. Circuit Court of Appeals a motion to intervene in Old Dominion Electric Cooperative v. FERC, Case No. 06-1256 (ODEC's appeal regarding FERC's rejection of ODEC's revenue requirement for network upgrades related to the Rock Springs plant).

    On September 21, 2006, PJM filed a Motion to Intervene in Docket No. ER06-1459, in which NRG Energy Center Dover, LLC seeks Commission approval of its revenue requirements for providing Reactive Power from its generating facilities located in Dover, Delaware, in the PJM region.

    On September 20, 2006, PJM filed the attached individual Reply Comments in the rulemaking proceeding to amend the pro forma Order No. 888 Open Access Transmission Tariff. PJM's Reply Comments address: (i) RTO and ISO markets and transmission service models and the physical contract path transmission rights model; (ii) Firm liquidated damages contracts eligibility for network resource designation; (iii) ATC calculations at the Midwest ISO and PJM border; (iv) PJM's Open and Transparent Regional Planning Process, (v) How RTOs/ISOs provide the function of coordinating ATC between RTO/ISO regions; (vi) Undue discrimination by Non-RTO/ISO transmission providers that border RTOs and PJM's Interface Pricing Pont Consolidation approach; and (vii) Joint Ownership of Transmission Projects. PJM's individual Reply Comments are in addition to joint Reply Comments with a diverse group of owners, operators and users of the transmission grid which underscore a common opinion and position on an issue central to this proceeding - namely, the appropriate use of redispatch to improve access to the transmission grid and the desirability and feasibility of bringing (through this rulemaking) transparency to the dispatch function to make redispatch both effective and fair to all participants. PJM also joins in the Reply Comments filed by the ISO/RTO Council ("IRC").

    On September 18, 2006 PJM filed a motion for a protective order, together with a proposed protective order, in an HP Energy Resources complaint proceeding, Docket No. EL06-62.

    On September 15, 2006, PJM and the Midwest ISO jointly filed the attached answer to the Complaint filed in Docket No. EL06-97-000 by Wisconsin Public Service Corporation, Upper Peninsula Power Company, WPS Energy Services, Inc., and its subsidiary, WPS Power Development, LLC (collectively referred to as WPS) on August 15, 2006. The Complaint alleges that the RTOs have abandoned the joint and common market because they are not pursuing a single dispatch across the combined regions. The Answer demonstrates, among other things, that the Commission's prior orders do not define a joint common market as requiring a single dispatch and that the production cost study demonstrates that a single dispatch is not cost justified.

    On September 14, 2006, PJM filed with FERC in Docket No. EL05-74-001, 002 a refund report relating to the settlement concerning the funding of certain non-capital costs associated with the integration of AEP, ComEd and Dayton into PJM.

    On September 14, 2006, PJM filed a Reply to the Supplemental Comments of the Electric Consumers Resource Council (ELCON) in the Commission's rulemaking proceeding to implement Section 210(m) of the Energy Policy Act of 2005 (RM06-10), which reforms the mandatory purchase obligation for Qualifying Facilities established by PURPA.

    PJM Interconnection, L.L.C. filed an answer in Docket ER06-826-002, to the requests seeking rehearing of the Commission's order accepting PJM's recent revision to its Market Monitoring Plan.

    On September 13, 2006 PJM Interconnection, L.L.C. filed with the Federal Energy Regulatory Commission a Motion to Answer and Answer in, Docket No. RM06-8. The Answer addresses certain issues raised in the rehearing requests filed in response to the Commission?s Final Rule on Long-Term Transmission Rights in Organized Electricity Markets issued in Docket No. RM06-8-000.

    On September 11, 2006, in Docket No. ER06-1336-000, PJM filed an Answer to the Protest of Indeck-Elwood, L.L.C. regarding the unexecuted interconnection service agreement filed in this docket that, if accepted by the Commission, would grant Elwood capacity interconnection rights and enable Elwood generating facility to be interconnected to the PJM transmission system as a Capacity Resource.

("PJM") filed with the Federal Energy Regulatory Commission an executed Wholesale Market Participation Agreement ("WMPA") among PJM, Granger Energy of Honey Brook, L.L.C. ("Honey Brook"), and PPL Electric Utilities Corporation ("PPL"), executed on August 8, 2006. PJM is submitting this agreement for filing because Honey Brook intends to conduct wholesale sales of electric energy in the PJM markets from a generating facility connected to PPL distribution facilities.

    On August 31, 2006, PJM Interconnection, L.L.C. ("PJM") filed with the Federal Energy Regulatory Commission ("FERC") an executed Wholesale Market Participation Agreement ("WMPA") among PJM, Ocean Energy Corporation ("Ocean Energy"), and Jersey Central Power & Light Company, a FirstEnergy Company ("JCP&L"), executed on August 18, 2006.
