TEAC reviews PJM's regional plan recommendations; Board review is next step
On Aug. 22, a proposed major transmission line that would address reliability issues in congested areas in PJM's Mid-Atlantic Region was presented to PJM's Transmission Expansion Advisory Committee (TEAC), a stakeholder body that is an integral part of the Regional Transmission Expansion Planning (RTEP) process. The transmission line was one of several other proposals recommended by PJM's System Planning Division as updates to the 15-year regional plan. (more)

08.15.2007 Docket No. EL02-23-013 (PDF)
On August 15, 2007, the Commission issued an order denying rehearing in Docket No. EL02-23-013. In this order, the Commission stated that ConEd's objections that transmission service under the Protocol is causing unintended and adverse operations and economic effects are more properly raised in a proceeding under section 206 of the FPA or in dispute resolution procedures under the NYISO and PJM OATTs. The Commission denied rehearing on the issue of whether it should have instituted hearing and settlement procedures in the Reports Order.

On August 16, 2007, PJM filed with the FERC, in Docket No. ER07-xxx-000, several revisions to Schedule 2 of the PJM Tariff including, consistent with recent FERC orders, (i) removal of the revenue requirement of FPL Energy Power Marketing, Inc., for the supply of Reactive Power in the Dominion Zone and (ii) the downward adjustment of the revenue requirement of Dynegy Kendall Energy for the supply of Reactive Power in the ComEd Zone.

Highlights

Demand response sets new record in PJM

Consumers' voluntary reductions in electricity, known as demand response, set a record during a power supply emergency amid a hot August week.

PJM reported that 1,945 megawatts (MW) of consumer use of electricity were voluntarily reduced on Wednesday, Aug. 8, the day PJM ordered voltage reductions in its Mid-Atlantic Region. The demand response amount is similar to the amount of power used by a mid-sized city. By comparison, the 5 percent voltage reduction lowered use by about 1,000 MW.

In PJM's wholesale electricity markets, consumers can be paid the same amount for reducing demand for electricity as generators are paid for supplying electricity.

Consumers participated in demand response in several ways: through the Day-Ahead Market, PJM real-time dispatch, self-scheduled, PJM's call for emergency load response and PJM members' "interruptible" rates.

Demand response can help maintain reliability by reducing the demands on the power supply system. It also can reduce wholesale prices for electricity by eliminating the need to run more expensive generating units.

States focus on demand response

Several states within the PJM region have included demand response as either the main focus or one of the critical ones in their efforts to develop state-wide energy plans. States are seeing a crucial need to curb demand and create a program to provide incentives for energy consumers to reduce their demand.

New Jersey's Board of Public Utilities issued a notice for a Demand Response Working Group to be formed and for the group to design a pilot demand response program by Oct.1, 2007. PJM has been serving as a member of the working group, which has reviewed different models for programs, such as PJM's. Currently, the working group is reviewing the details of how the PJM Demand Response market opportunity would work. The group is expected to file its plan this fall.

Virginia has a similar effort underway with a deadline of Dec. 15 for submitting a report. The report will address "the feasibility of reducing electric energy consumption by 10 percent by year 2022 through the use of various programs including demand-side management, conservation, energy efficiency, demand response, real-time pricing, incentives and consumer education." The working group currently is reviewing PJM's demand response program.

Ohio's Public Service Commission is examining several energy topics. The future Smart Grid, smart metering and demand response are the topics of key focus. PJM is also serving as a member of the working group and is providing information about its demand response opportunity.

MMU finds first auction using the PJM reliability pricing model was competitive

The PJM Market Monitoring Unit (MMU) issued its analysis of the results of PJM's first capacity auction under the Reliability Pricing Model (RPM). The MMU concludes that the auction results were competitive.

Based on the market structure tests conducted by the MMU prior to the auction, the RPM's built-in offer caps were applied to all capacity sellers in the auction.

The auction was for the 2007-2008 delivery year, which began in June and ends in May 2008. The MMU report (http://www.pjm.com/markets/market-monitor/downloads/mmu-reports/20070820-analysis-2007-2008-rpm-auction.pdf) was posted on the PJM Web site in August. The MMU will conduct an analysis of each RPM auction.

Forums to Examine Long-Term Contracting

PJM is sponsoring two forums focusing on long-term contracting for electricity supplies. These forums are open to all PJM electric market stakeholders who have registered.

The first forum is being held Sept. 6 and 7 in Washington, D.C. Participants will discuss long-term contracts in a series of facilitated discussions designed to define the problems associated with contracting in the current industry and to identify potential solutions. Topics will explore the goals of and obstacles to long-term contracts and the requirements for successful contracts.

The second forum, in January 2008, will focus on developing a roadmap for expanding contracting opportunities in the PJM area by addressing the proposed solutions from the first forum. Both events will be hosted at the Fairmont Washington Hotel. TEAC reviews PJM's regional plan recommendations; Board review is next step

On Aug. 22, a proposed major transmission line that would address reliability issues in congested areas in PJM's Mid-Atlantic Region was presented to PJM's Transmission Expansion Advisory Committee (TEAC), a stakeholder body that is an integral part of the Regional Transmission Expansion Planning (RTEP) process. The transmission line was one of several other proposals recommended by PJM's System Planning Division as updates to the 15-year regional plan.

The largest recommended update is a 500-kilovolt (kV) transmission line that would run from northern Virginia, cross Maryland and travel up the Delmarva Peninsula to New Jersey. The 230-mile line was proposed by Pepco Holdings Inc. (PHI) last year.

Other transmission upgrades were included in the recommendations, among them a new 345-kV transmission line needed to maintain reliability in the Pittsburgh area.

The recommendations become part of PJM's regional plan when they are reviewed and approved by the PJM Board. The TEAC provides advice, comments and recommendations to assist in developing the regional plan.

The PHI project is called the Mid-Atlantic Power Pathway. The PJM System Planning Division's analysis indicates that existing transmission lines will overload in future years and that reliability will be affected by generation retirements and reductions driven by emissions limits. For example, the project would help address the proposed retirement of two generating stations totaling about 800 megawatts in the Washington, D.C., area.

PJM does not determine the siting of transmission lines. That is the responsibility of the companies building the lines, who must receive approval from state siting agencies.

    On August 24, 2007, the Commission issued an order on reporting requirements for the submission of monthly progress reports by PJM and Potomac Electric Power Company (PEPCO) confirming that monthly reports are no longer required. In addition, PEPCO and PJM are required to file a report with the Commission that identifies and addresses specific regional reliability issues affecting the Washington, D.C., area, reports any improvements already implemented and describes the plan to address any outstanding reliability issues within 30 days of the date of this order.

    On August 6, 2007, Baltimore Gas and Electric Company submitted in compliance with the Commission's "Order Accepting Revised Tariff Sheets Subject to Revision and Establishing Technical Conference," issued on July 24, 2007 in Docket No. ER07-576-000, revised Attachment H-2 tariff sheets for incorporation into PJM Interconnection, L.L.C.'s Open Access Transmission Tariff, with an effective date of June 1, 2007. These revised tariff sheets reflect the Commission's approval of a 50 basis point incentive adder to BGE's base return on equity (ROE) of 10.8 percent on all existing transmission facilities and on the ROE applicable to new transmission facilities placed into service on or after January 1, 2006, and reflect the Commission's approval of a 100 basis point adder to BGE's base ROE of 11.3 percent on BGE's Conastone and Waugh Chapel PJM Regional Transmission Expansion Plan-approved baseline projects, bringing the ROE for these two projects to 12.3 percent.

    On August 2, 2007, PJM filed in Docket Nos. EL07-56, et al. an offer of settlement to resolve all issues raised in the proceeding concerning the future structure of market monitoring in the PJM region. Under the proposal, an external entity would contract with PJM to provide market monitoring services, with the intention that PJM's existing market monitor, Joseph Bowring, would be asked to head the external unit. PJM would not be able to replace or terminate the market monitoring contract without FERC approval.

    On July 27, 2007, PJM filed in Docket No. ER07-1050 its answer to four protests to its 6/18/07 filing in the proceeding, which concerns: a) minor correcting and clarifying changes to RPM; and b) adding capacity export charges and credits to RPM. PJM clarified one provision as requested by AMP-Ohio, but asked FERC to deny the remaining protests.
