PJM FERC Filings

On February 21, 2007, PJM filed with the FERC an application under Section 204 of the Federal Power Act for continued authority to borrow funds against a secured promissory note in an amount not to exceed $110 million and an unsecured note in the amount of $50 million. PJM also requested to amend the secured note to extend the draw date and the maturity date for an additional four years.

Highlights

PJM Region Set New Record for Winter Energy Use

PJM Interconnection set a new unofficial record for winter peak electricity use of 119,206 megawatts (MW) at 8 p.m. (EST) Monday, February 5. Electricity supplies and reserves were adequate and consumers were not called on to curtail power use during the soaring demand amid extremely cold temperatures that week.

PJM’s previous record winter demand was 110,414 MW set on Dec. 14, 2005. PJM reported that demand for electricity was met without problems. One megawatt of electricity is enough to power 800-1,000 homes. The new peak usage number is subject to verification.

PJM’s 13-state and District of Columbia region is largely a “summer peaking” area, which means the highest use for energy is during the summer months. The overall peak usage record for PJM was set last summer on Aug. 2, 2006, when high temperatures drove usage to 144, 644 MW.

“A regional transmission organization like PJM can draw from power sources throughout a broad region to bolster supply in areas where it’s needed,” said Michael J. Kormos, PJM senior vice president- Reliability Services. “When temperatures are in the single digits and wind chills below zero, PJM and its members ensure there’s enough power to keep people warm.”

Study Finds Up to $182 Million Annual Savings from Electricity Demand Response in Mid-Atlantic Region

A study has found that a modest reduction in electricity use during peak hours would reduce energy prices by at least $57 million to $182 million annually in the Mid-Atlantic region.

The study, prepared by The Brattle Group, examined the effects of reducing electricity use by three percent during the highest use hours for five utility areas. It notes that, “More widespread participation and deeper curtailments would result in even greater price impacts.”

At PJM, demand response proved valuable during the heat wave of this past summer. Reductions in electricity use produced price reductions estimated to be equivalent to $650 million in payments for energy for the week of the heat wave.

On Aug. 2, the day customers in the PJM territory set the new 144,644 MW usage record, demand response contributed a reduction of 270 MW during the peak hour. Demand reductions that day lowered the cost of electricity by about $230 million; they reduced wholesale energy prices by an estimated $300 per megawatt-hour (MWh) during the highest-usage hours by offsetting the need for expensive generation.

The five mid-Atlantic public utility commissions and PJM Interconnection worked together on the study. The objective was to demonstrate actual savings possible from greater use of demand response.

Demand response refers to a customer’s intentional reduction in the use of electricity during periods when electric supplies are tight or electricity costs are high because the most expensive generation units must be run. Reducing electricity demand at these times can decrease use of the most expensive sources of power. It also can avoid power shortages, and enhance grid reliability.

A three percent reduction during the peak use hours for each utility studied would have reduced energy market prices by $8 to $25 per megawatt-hour, according to the study. Actual demand response typically has been less than one percent of use during peak hours, according to PJM.

In addition to reductions in electricity prices, demand response participants were estimated to save $9 million to $26 million for energy annually and another $73 million for capacity charges.

The study quantified the economic benefits of demand response by comparing prices without and with demand response reductions during the top 20 five-hour periods in 2005 for each utility. The five utility areas were Baltimore Gas and Electric, Delmarva Power, PECO, Pepco and Public Service Electric and Gas Company.

The public utility commissions and PJM sponsored the study as part of the Mid-Atlantic Distributed Recourses Initiative (MADRI). The commissions in Delaware, the District of Columbia, Maryland, New Jersey and Pennsylvania along with PJM and federal agencies comprise MADRI. It was formed in 2004 to identify and remedy retail barriers to the deployment of distributed generation and demand response in the Mid-Atlantic region.

PJM’s 2006 State of the Market Report Coming in March

The independent Market Monitoring Unit of PJM will release the 2006 State of the Market Report next month. The report will be available to the public on March 8 at www.pjm.com > Markets > Market Monitoring > State of the Market.

The report is the Market Monitoring Unit’s annual assessment of the competitiveness of the markets operated by PJM. It analyzes market structure, participant behavior and market performance. PJM Market Monitor Joseph Bowring is expected to discuss findings of the report during a news briefing on March 8 in Washington, D.C.

The Market Monitoring Unit evaluates the operation of PJM’s wholesale markets to identify ineffective market rules and tariff provisions, identify potential anticompetitive behavior by market participants and provide the comprehensive market analysis critical for informed policy decision making. Bowring, the market monitor, ensures the independence and objectivity of the monitoring program. The Market Monitoring Unit submits the annual state of the market report to the PJM Board, Members Committee and to the Federal Energy Regulatory Commission.

The markets that the report assesses are the: Day-Ahead Energy Market; Real-Time Energy Market; Daily Capacity Market; the Interval, Monthly and Multi-Monthly Capacity Markets; the Regulation Market; the Spinning Reserve Market; and the Annual and monthly Balance of Planning Period Auction Markets in Financial Transmission Rights.

Approval of Violation Risk Factors (VRF)

  • Version 0 VRFs were approved in a recirculation ballot in February.
  • The initial ballots for Version 1 VRFs were conducted from February 14–23, 2007. The ballots all achieved a quorum; however, all included some negative ballots with comments. The drafting team will be reviewing comments submitted with the ballots and preparing its consideration of those comments. If the drafting team does not make changes to the risk factors in a set of standards, then that set of risk factors will undergo a recirculation ballot. If the drafting team does make changes to a set of risk factors, then those risk factors will need to be posted for another comment period before re-entering the balloting process.

FERC Order on Compliance Filing

The FERC Order on Compliance Filing issued on January 18, 2007, directed NERC to remove VRFs from the Standards Development process and directs NERC to manage the development and approval of VRFs through its Rules of Procedure. Version 7 of the Reliability Standards Development Procedure (RSDP), which is currently up for an expedited ballot, removes all references to VRFs as directed in the FERC Order. On February 20, 2007, NERC filed a request for clarification on this issue, along with two other issues in the Order: the creation of an Urgent Action process for NERC to use in response to a FERC order (also included in the Version 7 RSDP currently up for ballot); and the establishment of a statutory maximum penalty per day (as in some instances a per-violation basis may be more appropriate). NERC Reliability Standards Workshop

NERC is conducting three workshops on Reliability Standards: April 19-20, 2007 (Orlando, FL); April 23-24, 2007 (San Diego, CA); and April 30, 2007 in Rosemont IL. The purpose of the workshops is to support the industry and provide a platform for dialog about how the industry will need to plan and operate under the new Electric Reliability Organization (ERO) paradigm. Compliance Registration

As a reminder, the RROs will submit their final organization registries to NERC on March 2, 2007. Registered entities will be notified in late March and will have 21 from notification to file written objection with NERC. In summary, WPS Companies' Complaint is hereby dismissed, and Midwest ISO and PJM are hereby relieved of their obligations to make certain periodic informational reports to the Commission.

    On February 8, 2007, the Commission issued a letter order accepting for filing as requested PJM's tariff revisions.     On February 21, 2007, PJM filed with the FERC an application under Section 204 of the Federal Power Act for continued authority to borrow funds against a secured promissory note in an amount not to exceed $110 million and an unsecured note in the amount of $50 million. PJM also requested to amend the secured note to extend the draw date and the maturity date for an additional four years.

PJM requested an effective date of April 3, 2007.
