This month's Inside Lines informs PJM's stakeholders of various committee actions, upcoming training and other activities. PJM would like to highlight the following:

Peak Electricity Use to Grow 16.7 Percent Over 10 Years
Consumers will increase their peak demand for electricity by 16.7 percent over the next 10 years, according to PJM Interconnection. The highest growth rate during that time is expected in PJM‘s Southern Region, which consists of the electric transmission system owned by Dominion.

PJM annually forecasts for its region the highest use of electricity (called peak demand) for future years and annual growth rates. The information is used to plan additions to the electric power supply system. (more)

PJM FERC Filings
01.25.2007 Docket No. EL07-30-000 (PDF)
On January 25, 2007, PJM, PSEG and Newark Bay filed a Joint Motion to Extend Response Period in the Newark Bay complaint proceeding, Docket No. EL07-30-000. The parties moved to extend to February 5, 2007, the response time for PJM and PSEG to answer the complaint to provide the parties additional time to continue settlement discussions.

Highlights

Peak Electricity Use to Grow 16.7 Percent Over 10 Years

Consumers will increase their peak demand for electricity by 16.7 percent over the next 10 years, according to PJM Interconnection. The highest growth rate during that time is expected in PJM‘s Southern Region, which consists of the electric transmission system owned by Dominion.

PJM annually forecasts for its region the highest use of electricity (called peak demand) for future years and annual growth rates. The information is used to plan additions to the electric power supply system.

During the next 10 years, the highest demand for electricity use is expected to grow by 22,861 megawatts (MW), according to PJM’s January 2007 Load Forecast Report. A megawatt is a measure of electricity. It’s enough electricity to power about 800 houses.

The average annual growth rate in the PJM region is forecast to be 1.6 percent. Though seemingly small, over a 10-year period it’s roughly like adding to the system Chicago and all of northern Illinois.

“The above average growth in the Southern Region helps drive the need to expand the power supply system there,” said Michael J. Kormos, PJM senior vice president – Reliability Services. “In just five years, peak demand in the Dominion territory is forecast to grow by 1,756 megawatts. That’s like adding more than a million houses to the system.”

The forecasts are based on “normal” weather, average peak day temperatures as experienced over many years. Unusually hot weather can push electricity demand exceptionally high in one year. PJM forecasters adjust for such yearly variations to see long-term trends. The PJM region uses the greatest amount of electricity in the summer. High temperatures then cause air conditioners to run more and use more electricity.

Demand Response and Metering

Recently demand response and smart metering have captured a lot of attention in the news. From The Baltimore Sun to The New York Times, reporters are talking about the pilot programs springing up across the country that enable consumers to better manage their electricity bills. PJM has figured into these accounts, both in responding to how these efforts impact the grid as well as how the wholesale market supports them.

Part of the reason that media are asking for PJM’s input is because savings could be potentially significant given that metering enables participants to see more accurately the true cost of electricity, hour by hour. PJM’s region has some of the most congested transmission areas in the country, causing prices—particularly on peak power demand days—to fluctuate greatly. Smart metering programs, which Baltimore Gas and Electric is piloting with a select group of its retail customers, enables them to see the cost of electricity on an hourly basis.

However, at the wholesale level, PJM has made strides in the past year to foster participation in demand response. Efforts such as the introduction of the non-synchronized reserve market, positioned PJM’s demand response program for growth and expansion.

The pressure to increase energy conservation efforts is building. Together, the trickle-down impact of President George Bush’s drive for less dependence on foreign oil, congressional committees looking to set goals on renewable energy use and state utility commissions’ setting portfolio goals for renewable use are driving greater focus on demand response.

Compliance Registration

Compliance registration within the Regional Reliability Organizations (RROs) is currently underway. The RROs will submit final registration list to NERC on March 2, 2007. ReliabilityFirst is making every effort to contact all unregistered entities before the March 2 deadline. In the event ReliabilityFirst has not been contacted by a listed entity, ReliabilityFirst will register any unregistered entity for the perceived functional designations performed within the footprint on March 2, 2007 in absentia, if required. A confirmation process will be done in February to allow any changes or corrections to be made to the listing before our final submittal to NERC.     On January 25, 2007, the Commission issued a Letter Order accepting for filing the executed non-conforming Interconnection Service Agreement (ISA) among PJM, Beach Ridge Energy, L.L.C. and Monongahela Power Company d/b/a Allegheny Power. PJM indicated the non-conforming language in the ISA was required for the safety and reliability of the Transmission System and to preclude potential liability on the system.

    In a Notice issued on January 25, 2007, the Commission announced that on March 29, 2007, it will convene a technical conference on RTO and ISO seams issues in the Eastern Interconnection. This Notice arises out of the LGE / MISO proceeding where PJM raised the RTO border issue caused by an electric utility's ability to benefit from an RTO / ISO's transmission system, markets and reliability investments while avoiding some or all of the costs attributable to membership in the RTO / ISO. In the LGE proceeding, the Commission found that this issue raised "generic concerns with implications applicable to all RTOs and ISOs and to all market participants with whom they interact, whether directly or indirectly." The Commission previously announced its intention to establish this technical conference to hear from interested parties concerning this issue and other issues involving seams between RTO/ISOs and companies on their borders.

    On January 12, 2007, the Commission issued an order accepting, without suspension after 60 days notice, effective January 16, 2007, the Phase II Seabrook Protocol ("Protocol"). The Protocol was filed by PJM, ISO-NE and NY-ISO. The Protocol as filed is reasonable, effective and sufficiently up-to-date; however, the Commission has asked that it be refiled on Tariff sheets under Section 205 of the Federal Power Act.

    On December 28, 2006, in Docket No. ER07-256, the Commission issued an order accepting for filing an executed Interconnection Service Agreement among PJM, Catoctin Power L.L.C., and The Potomac Edison Company doing business as Allegheny Power, effective October 30, 2006, as requested.

    On December 27, 2006, the Federal Energy Regulatory Commission ("the Commission" or "FERC") accepted for filing, the PJM Interconnection, L.L.C. ("PJM") submittal of the Wholesale Market Participation Agreement by and among PJM, Masonic Villages of PA and PPL Electric Utilities Corporation. The effective date of the agreement is, as requested, July 6, 2006.

    On December 26, FERC issued an Order on Complaint finding in favor of PJM and denying the Sec 206 Complaint filed by PPL EnergyPlus, LLC (collectively PPL) of July 25, 2006 against PJM, in Docket No. EL06-90. The Commission dismissed the Complaint in its entirety. The Commission denied PPL's allegation that PJM violated the terms of it Operating Agreement by failing to dispatch certain of PPL's generation resources during a reliability emergency on July 27, 2005; and imposing Offer Price Caps on the PPL generating facilities that were brought on line at PJM's request on that date. FERC noted that PJM acted reasonable on that date and well within the confines of the OA to preserve system reliability. In addition, PPL's request that the Commission initiate an investigation to determine whether on other days, PJM improperly imposed Offer Price Caps and/or failed to run supplies that should have been run was also denied since PPL did not provide sufficient supporting evidence. Finally, the Commission determined that PPL failed to demonstrate a need to require PJM to provide status reports during a system emergency, and no further investigation into PJM's activities was warranted.

    On December 22, 2006, the FERC approved, with conditions, a settlement regarding PJM's reliability pricing model, finding that it ensures just and reasonable rates. The Commission also denied rehearing requests regarding the initial order in the proceeding that found that PJM's existing market rules were unjust and unreasonable.

This settlement resolves all Seams Elimination Cost Adjustment (SECA) hubbing issues between the Settling MISO TOs, Settling PJM TOs and Duke Energy North America.

    On January 24, 2007, PJM filed the attached Errata Filing to amend its December 8, 2006 compliance filing in Docket No. ER06-1177-000. The amendments correct certain non-substantive omissions in the revisions to Sections 36.8.4(b) and 41.7.3(b) of the PJM Tariff caused by an administrative oversight. In accordance with the November 9, 2005 Order (117 FERC Para. 61, 179), the effective date for these PJM Tariff revisions is August 29, 2006.

On November 22, 2006 the Federal Energy Regulatory Commission ("Commission") issued an order accepting PJM Interconnection, LLC's ("PJM") long-term transmission rights ("LTTRs") proposal, subject to certain modifications required to bring the PJM proposal into compliance with guidelines 2 and 5 of the Commission's LTTR Final Rule. The Commission required PJM to make compliance filings within sixty days of the November 22nd Order, and established settlement proceedings to facilitate resolution of the guideline 5 compliance issues.

    On January 22, 2007, PJM filed Post-Technical Conference Initial Comments in Docket Nos. ER05-6-044, etc. pursuant to the discussion at the December 5, 2006 technical conference and the directive of the FERC. The technical conference was convened by the FERC to address issues related to separate competing filings made by PJM and the Midwest ISO on April 20, 2006, regarding the cross border cost allocation methodology for constructing reliability transmission facilities.

    On January 22, 2007, PJM filed in Docket Nos. ER05-1410 and EL05-148 changes to the Tariff and RAA as directed by FERC's 12/22/06 order in the proceeding, which concerns the Reliability Pricing Model. The Tariff and RAA amendments: i) eliminate a condition that limited the eligibility of certain provisions to market participants that signed a settlement in the case; ii) add procedures for filing with FERC, and allowing objections to, certain exercises of discretion under the market power mitigation provisions; and iii) change the definition of 50-year-old coal-fired units that can include expedited capital project cost recovery in their mitigated sell offers. The changes will become effective along with the rest of RPM on June 1, 2007.

    On January 19, 2007, PJM filed a joint status report, together with the New York ISO and Public Service Electric & Gas Company, in Docket Nos. EL02-23-008, et al.. The report describes the steps taken in 2006 regarding the implementation of operational protocols pertaining to two contracts between the Consolidated Edison Company of New York and PSE&G to wheel 1,000 MW of power.

    On October 25, 2006, the Federal Energy Regulatory Commission ("Commission") issued an order in Docket Nos. EL07-1, 2, 3, 4, 5 and 6 opening an inquiry into the coordination of gas and electric market schedules in regions operated by regional transmission organizations ("RTOs") and independent system operators ("ISOs"). The inquiry was motivated by reliability concerns resulting from a cold-snap in the northeast in 2004, during which the electric and gas markets experienced coincident periods of peak demand raising reliability concerns in New England. To facilitate the inquiry, the Commission directed the relevant RTOs and ISOs to file responses proposing changes that addressed the issues raised in the proceeding, or explaining why such changes were not required. Pursuant to the Commission’s directive, PJM filed its response on January 16, 2007, explaining why changes to the PJM market schedules and generator compensation rules were not required.

    On December 29, 2006, PJM filed a motion to intervene in Duquesne Power and Light Company ("Duquesne") Docket Nos. ER06-1549-001 and EL06-109-000. PJM has an interest in this proceeding in which Duquesne filed to confirm incentive rate treatment for a new high voltage transmission project. As the RTO for Duquesne, PJM seeks full rights as a party in this proceeding.
