The Commission issued an Order issued on July 24, 2007, conditionally accepting the revisions to MISO/PJM Joint Operating Agreement ("JOA") Congestion Management Process ("CMP") provisions Under Docket No. ER07-940-000. This Order addresses the joint filing by PJM and MISO to amend the CMP of the JOA to revise the market flow thresholds specified in section 4 of the CMP from the current zero percent level to "the percent required per the NERC TLR standard."

Highlights

PJM Board appoints Karl V. Pfirrmann interim President and CEO

The PJM Board appointed Karl Pfirrmann to be the interim President and CEO following the retirement of Phillip Harris. The Board said it would conduct an executive search to name the permanent head of PJM and Pfirrmann would be one of the candidates considered.

Pfirrmann was most recently senior vice president of PJM and responsible for the Advanced Control Center project (AC2). Through this project, set for completion in 2010, PJM's main control center in Valley Forge and a new second control center will be designed and equipped with advanced technology that can grow and expand to adapt to future technologies.

With Pfirrmann's new role, Suzanne Daugherty, vice president, CFO and treasurer, has been named executive sponsor of AC2. She will retain her current Finance Division responsibilities.

Pfirrmann joined PJM in 2003 from Allegheny Power where he was a vice president of system planning and operation. He managed the integration of Allegheny's transmission system into PJM in 2002 and has worked closely with PJM management to develop PJM growth in Maryland, Virginia and West Virginia and Ohio. He has leadership experience in transmission planning, system operations and energy procurement.

He is an executive board member for the East Central Area Reliability section of the North American Electric Reliability Corporation (NERC). He has been active with the NERC Planning Committee, Electric Power Research Institute, the Midwest Independent System Operator Development Team and the Northeast Independent Transmission Company Development Team.

A graduate of Carnegie-Mellon University, he earned his bachelor of science degree in electrical engineering. He also completed management training at the University of Idaho.

PJM provides perspective on reliability and wholesale markets to Maryland's energy conference

The Maryland Public Service Commission's recent planning conference on the state's future electricity needs received information about grid reliability and wholesale power markets.

Michael J. Kormos, PJM senior vice president - Reliability Services and members of his team discussed electricity demand forecasting, transmission and traditional generators. Andrew L. Ott, Vice president - Markets, participated on a panel about demand response potential. The conference was held July 26-27 in Annapolis, Md.

"I think the conference was successful in putting the right issues on the table," said Kormos, adding, "It was a good first step." One of the main points he conveyed is that, when it comes to solving the energy issues facing the state, "there is no magic bullet."

The day before, Kormos had also appeared before Maryland Governor Martin O'Malley's energy conference.

"It's clear that there is huge interest in Maryland to understand better the issues related to meeting future energy demand," Kormos said. "Meeting future demand is part of what we do continually in our regional planning process. We hope to continue to work with them in understanding the issues moving forward."

Voluntary electric load reductions took some heat off during heat wave

Demand response played a larger role in PJM's wholesale markets during the heat wave the week of July 9 throughout the PJM area.

More than 1,000 megawatts of demand response were scheduled during the peak hours from 3 p.m. to 6 p.m. (Eastern) on July 9, the day with the highest peak use of the week. That amount is equivalent to a large power plant.

The amount of voluntary reduction in electricity use scheduled on Monday was nearly 2.3 times the amount scheduled on Aug. 2, 2006, the day PJM set its all-time record peak demand of 144,644 megawatts (MW). PJM has estimated that demand response resulted in price reductions equivalent to more than $230 million in payments for energy on that all-time peak day last year.

The peak demand on July 9 was 134,571 MW for the RTO.

Save the date: PJM forums on long-term contracting coming Sept. 6-7

Stakeholders have expressed the need for greater opportunities for long-term contracting of electricity supplies. PJM Interconnection will conduct two forums on long-term contracting. Both are open to all PJM electric market stakeholders.

The first forum will be held Sept. 6-7, 2007, in Washington, D.C. It will convene with a working lunch on Sept. 6, and end mid-day Sept. 7. Participants will frame the issue in a series of facilitated sessions designed to more succinctly define the problems associated with long-term contracting in the current electricity environment as well as identifying potential solutions and needs for additional information to further explore these solutions.

The second forum will be held Jan. 23-24, 2008, in Washington, D.C. Building on the first symposium, participants will develop a roadmap for meeting the needs of those desiring long-term contracting opportunities in PJM's footprint by addressing the proposals and potential solutions to the problems and needs set out at the first symposium.

The format and agenda of the symposiums are being designed by a broad advisory group of stakeholders. It includes representatives of buyers and sellers of electricity, state and federal regulators, and consumer advocates.

Reliability Pricing Model produces results; attracts more demand response and generation
(The following is a modified version of the news release posted July 13.)

PJM Interconnection's new method of pricing capacity for the wholesale electricity market is producing the intended results: more demand response, reduced power plant retirements and additional generation. Results of PJM's capacity auction were announced in July.

The Reliability Pricing Model (RPM) auction ensures that enough capacity is in place to keep the lights on for the 51 million people in the PJM region. The most recent auction attracted 1,300 megawatts (MW) of new resources. Significantly, 536 MW of demand response cleared the auction. (Demand response is a voluntary reduction in the use of electricity. A key feature of the RPM was the ability of demand response to compete with and to be paid the same as generation.)

"We have more than 500 megawatts of new, additional demand response offered into this auction - that's equal to a power plant, and it's four times the amount of demand response from our first auction in April," said Andrew L. Ott, PJM vice president - Markets.

"We had 2,300 megawatts come from generators that chose to restart closed plants, withdraw requests to retire plants or postpone retirement. We had new generation enter the auction largely through upgrades to existing units to produce more power. These are the results we intended to see from RPM."

RPM sends price signals that attract resources to the areas where they are most needed.

PJM's long-standing capacity requirement ensures that there are sufficient resources in place to meet consumers' demand for electricity, plus a reserve margin. PJM members that sell electricity to end-use customers must have access to adequate power supplies. They can use generation, transmission or demand response, including energy-efficiency programs. They can meet their supply requirements by owning resources (self-supply) or contracting for them (bilaterals).

PJM's analysis shows that the RPM will yield lower costs overall than the previous model. Ott said that last year's historically low capacity prices could not continue. "We would have faced power shortages in future as demand grew and generation retired and was not replaced with new resources," Ott noted.

ReliabilityFirst Bulk Electric System (BES) Definition

All registered entities were requested to submit a transition plan to RFC outlining actions and timelines to become compliant with all FERC-approved standards for all facilities covered by the new BES definition. PJM's plan is posted to the NERC & Regional Compliance page on pjm.com under Postings.

Critical Infrastructure Protection (CIP) Standards

  • FERC has issued a NOPR on the eight CIP standards submitted by NERC in 2006. Filings will be due in late September (60 days from publication of the NOPR in the Federal Register).
  • PJM worked with a group of Generation Owner and Transmission Owner members to develop a set of guidelines for sharing of information relative the identification of critical assets. These guidelines are posted on the NERC & Regional Compliance page under CIP-Critical Asset Protection.

NERC Long-Term Reliability Assessment Workshop

NERC is conducting a Long-Term Reliability Assessment Workshop in Chicago, Illinois on August 16, 2007. The purpose of this workshop is to review and solicit public comment on the draft 2001-2016 Long-Term Reliability Assessment Workshop.

    On July 19, 2007, the Commission issued an order dismissing Consolidated Edison Energy, Inc.'s (CEE) motion to intervene as moot. The Commission explained that CEE is already a party in Docket No. EL07-57-000, no purpose would be served by granting its motion to intervene in that docket as earlier the Commission had consolidated these proceedings.

    On July 17, 2007, the Commission issued a Letter Order in Docket Nos. ER07-898-000, et al, accepting Baltimore Gas and Electric Company's ("BGE") May 15, 2007 filing of revised tariffs sheets to PJM's Tariff. BGE's proposal modifies its formula rate matrix to comply with the accounts created by the Commission in Order No. 668. On May 18, 2007, BGE filed revised tariff sheets to reflect numbering, issuance, and effective dates. The tariff sheets were accepted effective June 1, 2007.

SECA charges are intended to recover claimed lost revenues for the period December 1, 2004 through March 31, 2006, as a result of the elimination of through and out rates in the Midwest ISO and PJM regions.

    On July 2, 2007, in Docket No. ER07-891-000, the Commission issued a letter order accepting for filing PJM's revisions to Schedule 2 of the Tariff to incorporate the revised revenue requirements for Reliant Energy Electric Solutions, LLC, for providing Reactive Support and Voltage Control from Generation Sources Service (Reactive Power). The filing was accepted with the April 1, 2007, effective date as requested.

    On June 27, 2007, under Docket No. ER07-1012-000, the FERC issued an Order accepting UGI Utilities, Inc. revisions to UGI's cost-of-service formula rate which is necessary to conform to the FERC's changes to the Form F-1 line references for 2006.

    On July 26, 2007, in Docket Nos. ER06-456 et al., PJM amended its May 21, 2007 compliance filing by submitting a revised tariff sheet to reflect a correction to the assignments of cost responsibility for two Network Upgrades in Schedule 12-Appendix of the PJM Tariff that were filed in the May 21 compliance filing.

    On July 10, 2007, the PJM Market Monitor filed in Docket Nos. EL07-56, et al. its supplemental response in FERC's proceedings on the PJM Market Monitor's allegations of interference with the independence of the MMU. This supplemental response addresses statements made by PJM in its submissions to FERC.

    On July 6, 2007, PJM Interconnection, L.L.C. submitted a refund report in compliance with the Commission's May 4, 2007 order in Docket Nos. RT01-98-001 and RT01-98-009 that approved an uncontested settlement regarding the rate for transmission service from the American Municipal Power Ohio, Inc. Richard H. Gorsuch Generation Station for the locked in period of April 1, 2002, through November 30, 2004.

    On July 5, 2007, Old Dominion Electric Cooperative ("Old Dominion") filed with FERC an application for approval of a cost-of-service rate formula to recover its revenue requirement for certain transmission facilities located in the part of the Commonwealth of Virginia on the Delmarva Peninsula that Old Dominion is in the process of purchasing from Delmarva Power & Light, Company ("DP&L"). Old Dominion is set to acquire ownership of these transmission facilities from DP&L on November 1, 2007 and asked FERC to allow the proposed rate formula to become effective on November 1, 2007, or the date when Old Dominion actually acquires ownership of the transmission facilities, whichever is later. The transmission facilities that DP&L has agreed to sell Old Dominion have been under PJM control for some time, as will continue to be the case under Old Dominion ownership.

    On July 5, 2007, the Commission issued an order denying the rehearing requests filed by the PJM Transmission Owners and by Neptune Regional Transmission System, LLC (Neptune). Both requests for rehearing challenged the Commission's determination to set the issues for hearing regarding the modification of Schedule 12 of the PJM Tariff addressing the assignment of cost responsibility for transmission system expansions and upgrades pursuant to the PJM RTEP. In addition, Neptune's rehearing request was denied because the issues it raised were resolved by settlement.

    On July 2, 2007, PJM filed in Docket Nos. EL07-56, et al., its supplemental response in FERC's proceedings on the PJM Market Monitor's allegations of interference. Because the Market Monitor, in his 6/12/07 response, raised many new matters that were not the subject of FERC's 5/18/07 data requests, PJM supplemented its response so that FERC would have a complete record. Based on the record developed, PJM asked FERC to dismiss the pending complaints in the proceeding.

    On June 29, 2007, PJM filed with FERC agreements for Network Integration Transmission Service ("NITSA") under the PJM Tariff and submitted notices of cancellation for two NITSAs that have been superseded. The new executed agreements are with the City of Batavia, the City of Naperville and the Illinois Municipal Electric Agency on behalf of the City of St. Charles.

    On June 29, 2007, Atlantic City Electric Company filed corrected tariff sheets to reflect two minor typographical errors contained in the tariff sheets submitted on May 15, 2007 in Docket No. ER07-913-000.

    On June 27, 2007, PJM filed, under Docket No. ER07-1086-000, revisions to the chart in Schedule 2 of the PJM Tariff to adjust the zonal revenue requirements for providing cost-based Reactive Support and Voltage Control from Generation Sources Service in the PJM Region. The changes are the result of revenue requirements for Reactive Power recently and separately filed by Virginia Electric and Power Company, Old Dominion Electric Cooperative and Williams Power Company, Inc.
