| PJM authorizes $2.9 billion in transmission upgrades
PJM's Board authorized $2.9 billion in electric transmission upgrades and additions, including two major new transmission lines. The June 22 authorization came with the Board's approval of changes to PJM's Regional Transmission Expansion Plan.
One line would run approximately 300 miles from the Amos Substation in western West Virginia to the Kemptown Substation in north central Maryland. The line would be built as a 765-kilovolt line for most of its length. It is estimated to cost $1.8 billion.
A second line would run approximately 130 miles from the Susquehanna Substation in northeastern Pennsylvania to the Roseland Substation in northern New Jersey. It would be a 500-kilovolt line and is estimated to cost $930 million.
The
Amos to Kemptown line will relieve overloads that will occur as early
as 2012 on 13 existing transmission lines in Maryland, Pennsylvania, Virginia
and West Virginia. Overloads threaten the system's ability to keep power
flowing to consumers. The new line will be built by American Electric
Power and Allegheny Energy.
The Susquehanna to Roseland line addresses overloads projected to occur as soon as 2013 on 23 existing transmission lines in New Jersey and Pennsylvania. The new line will be built by PPL Corporation, FirstEnergy Corp. and Public Service Electric and Gas Company.
PJM has authorized more than $7 billion of accumulated transmission investment since its planning process began seven years ago. Through the planning process, 19,465 megawatts of new generation have been interconnected with 4,772 megawatts of generation now under construction.

eData-real-time information on-line tool gets upgraded
A new, updated version of eData, PJM's on-line application that provides real-time information, was recently launched to on-line users. Improving the user interface and customized views are among the main upgrades.
Users
who have registered can view the new version or the older version, called
"classic," at www.pjm.com.
The "classic" eData will be available to customers and members throughout the summer and into the fourth quarter of 2007. PJM will continue to update the new version of the software to address the needs of the end-users. The tool's designers are working to ensure the new version will support the functionality of the "classic" eData.
PJM
developed the new version in response to increasing technical risk factors.
The older eData was developed with a now obsolete Microsoft Java Virtual
Machine which is incompatible with Java Virtual Machines. In addition,
technical support and the ability to upgrade this program is no longer
offered by Microsoft.
The new environment for the tool is Adobe's Flex, providing more graphical capability, and display capabilities of data associated with new market developments and requirements.
The PJM team working on eData wants to ensure the new version will meet the needs of all customers, members and traders. Training has been offered to users and online training is available. Two more training courses are being offered on July 12 and July 19.

Update on strategic report recommendations and Members Committee annual plan
Members discussed the recommendations from the PJM Board on the Strategic Report at the Members Committee meeting on June 14. The Board had sent a letter to members in late May with the details of its recommendations.
The stakeholder process and next steps for considering the recommendations were discussed at the meeting.
The items will be reviewed at the upcoming meetings of the Markets and Reliability Committee and the Market Implementation Committee and other groups, and feedback will be provided for prioritization and determination of action plans at the next Members Committee meeting on August 2. These items will then be added to the annual plan for the committees.

with regard to including the economic costs of complying with environmental

On June 19, 2007, PJM Interconnection, LLC filed revisions to its Operating
Agreement and Tariff that establish a new transmission rights product,
Residual Auction Revenue Rights ("Residual ARRs"), and the
rules governing the allocation of such rights. Residual ARRs are created
based on changes in transmission capacity that occur during a Planning
Period and enable the creation of the Residual ARRs, but were not accounted
for in the annual ARR allocation simultaneous feasibility model. These
rights would be available to be allocated to parties that were subject
