2006 RTEP Report Published
Looking 15 years ahead, PJM’s 2006 Regional Transmission Expansion Plan (RTEP) Report looks at the needs for system enhancements and transmission upgrades to ensure the grid’s reliability. The report was issued last month. (more)

State of the Market Report Released: PJM Wholesale Electricity Markets Again Found Competitive
The wholesale electric energy markets operated by PJM Interconnection produced competitive results, according to the 2006 State of the Market Report, released in March by the independent Market Monitoring Unit for PJM. In addition, average wholesale electricity prices declined in 2006. (more)

PJM’s 10-80 Anniversary
This year marks the 10th anniversary of PJM's formation as an independent system operator ISO and the launch of its wholesale power market. It also marks the 80th anniversary of PJM's founding. The 10-80 anniversary will serve as a theme throughout the year for existing events as well as a milestone celebrated next month at the Annual Meeting. (more)

Highlights

Strategic Study Published; Members Invited to Comment

PJM made public April 2 a report to the PJM Board of Managers that makes recommendations on the business strategy to guide PJM for the next decade.

The strategic study was requested by the board in August. The board sought a plan for how PJM should position itself “to continue to provide the best value to its Members and stakeholders over the next five to 10 years.”

The study examined such areas as network operations and planning, markets, market monitoring and mitigation, and governance. The study drew from member responses to a questionnaire, interviews, other stakeholder input and interviews and several industry studies.

Overall, the recommendations, which still must be approved by the Board, focus on PJM’s role in coordinating advancements in intelligent
grid operations–the “Smart Grid”–and in enhancing the liquidity of competitive energy markets. The findings also address the role of market monitoring and mitigation and several governance matters, including the PJM Board’s interactions with members and the member voting structure.

PJM members and stakeholders will provide written comments on the strategic plan’s recommendations until April 24. At the PJM Annual Meeting in May PJM Board members will listen to comments on the report. Following the Annual Meeting, members may provide supplemental written comments until May 11. Additional discussion will occur at the June PJM Members Committee meeting.

2006 RTEP Report Published

Looking 15 years ahead, PJM’s 2006 Regional Transmission Expansion Plan (RTEP) Report looks at the needs for system enhancements and transmission upgrades to ensure the grid’s reliability. The report was issued last month.

The full report, which includes state-specific information, has been provided to the PJM Board and members of the Organization of PJM States Inc. (OPSI) and now is posted at http://www.pjm.com/planning/reg-trans-exp-plan.html.

The RTEP Report conveys the results of planning studies and the rationale behind why such upgrades are needed. PJM developed this report in particular for federal and state regulators and their staffs to explain and emphasize the link among"

  • system drivers (e.g., load growth, generation addition, generation deactivation)
  • system limitations (e.g., thermal transmission constraints, voltage limits)
  • need for identified system enhancements (e.g., new facilities, upgrades to existing facilities, etc.

PJM's comprehensive RTEP process examines the three interrelated components of electric power system reliability: load, generation and transmission. Together these comprise the “three legged stool” of reliability. PJM's RTEP process employs a range of planning study tools and methodologies to analyze and assess each leg of the stool over a 15-year planning horizon to ensure that reliability remains on firm footing. This enables PJM to meet established reliability criteria, keep markets robust and competitive, and ensure stable operations.

State of the Market Report Released: PJM Wholesale Electricity Markets Again Found Competitive

The wholesale electric energy markets operated by PJM Interconnection produced competitive results, according to the 2006 State of the Market Report, released in March by the independent Market Monitoring Unit for PJM. In addition, average wholesale electricity prices declined in 2006.

The report is the Market Monitoring Unit’s annual assessment of the competitiveness of the markets managed by PJM. It analyzes market structure, participant behavior and market performance. PJM Market Monitor Joseph Bowring discussed findings of the report the day it was released during a briefing in Washington, D.C.

“The data show that the PJM electricity markets were competitive in 2006,” Bowring said. “In addition, with implementation of our recommended structural changes and mitigation procedures, competitive outcomes can continue to be ensured."

The State of the Market Report says that average wholesale electricity prices declined 15.9 percent in 2006 compared to 2005. The report says that fuel-cost reductions were a substantial cause of that reduction but that “prices would have been lower in the absence of the lower fuel costs.”

The report notes that the structure of the Reliability Pricing Model will address competitive concerns about the PJM Capacity Market. The Reliability Pricing Model is expected to replace the capacity market this year. Capacity markets ensure that sufficient generation is in place to meet consumers’ highest demand for electricity.

Bowring said that, although no determination could be made about the Regulation Market, performance improved in this market and competition increased. “Regulation” responds to the minute-to-minute changes in electricity use. Electric generation and consumption must always be balanced.

Annual Report Takes 'A Clear Focus’

Describing PJM's focus on its mission and how the basics of electricity drives its performance, the theme of this year’s annual report was “A Clear Focus.” The report was published recently and currently is being mailed to all Member companies.
In the report, PJM President and CEO Phillip G. Harris notes that 2006's achievements "provide a solid foundation for PJM's continued success--and for enhancing the value that PJM provides to its members and the region it serves."

"PJM stays true to the fundamentals of electricity in operating the grid, using security-constrained economic dispatch based on the physical realities of the system. By employing cost-effective technology and providing information transparency to optimize the system, we promote efficiency, demonstrate the benefits of organized markets and enable the markets to reinforce reliability," Harris writes.

"In its role as an RTO," the report says, "PJM focuses on optimizing the grid. That means making sure that supply and demand are balanced with the most economical mix of resources – that the right investments are made in new generation, demand response and transmission infrastructure – that advances in technology are applied to enable the grid to keep pace with the demands and realities of 21st century society – and that the services PJM provides are delivered cost- effectively to its members and the consumers of the region.

FERC Order on Reliability Standards

On March 16, 2007 FERC issued Order 693 on Mandatory Reliability Standards for the Bulk-Power System. Highlights of this order are:

  • Approval of 83 of the 107 NERC standards
    • NERC directed to make improvements to 56 of the 83
    • The remaining 24 remain pending until further information is provided
  • FERC adopts NERC’s definition of the Bulk-Power System. The ERO will need to file regional definitions within 90 days.
  • FERC did not allow a trial period as some commenters suggested, but directed the ERO and regional entities to focus their enforcement efforts on the most serious violations as they ramp up their enforcement programs.

  • NERC is conducting three workshops on Reliability Standards: April 19-20, 2007 (Orlando, FL); April 23-24, 2007 (San Diego, CA); and April 30, 2007 in Rosemont IL. The Workshop Announcement with details on the workshops can be found on the NERC website.
  • The 2007 SERC Compliance Monitoring and Enforcement Program Seminar will be conducted in St. Louis, MO (April 18-19, 2007) and Atlanta, GA (May 1-2, 2007). To register go to the SERC Meeting Listing on the SERC website.

    On March 22, 2007, the FERC approved a settlement concerning the terms and conditions of an unexecuted interconnection service agreement with H-P Energy Resources, LLP.
  • 03.21.2007 Docket No. RT01-98-001 (PDF)
    On March 21, 2007, in Docket No. RT01-98-001, the border rate for AMP-Ohio matter between PJM and Allegheny Power, the Commission issued the Order of Chief Judge Terminating Settlement Judge Procedures and canceling a settlement meeting scheduled for later in the year.

    On March 20, 2007, in Docket No. EL05-49, the Commission issued an Order Approving Uncontested Offer of Settlement in the Exelon v. PPL and PJM matter regarding energy delivered to PPL, but erroneously billed to PECO, resulting from an error in the PJM State Estimator, subject to its elimination of a proposed monthly charge for "network transmission service." Commissioners Kelly and Wellinghoff dissented in part from the Settlement and issued separate statements on the applicability of the "public interest" standard.

    On March 19, 2007, the Commission issued a Certification of Uncontested Settlement in the PJM and Allegheny Power matter concerning a just and reasonable rate for PJM transmission service from Gorsuch Generation Station, Docket No. RT01-98, by the Settlement Judge and recommended approval of the Settlement. Karen V. Johnson, Settlement Judge, concluded that the Settlement is an uncontested offer of settlement, does not present any genuine issue of material fact, is fair and reasonable and is in the public interest.

    On March 13, 2007, the Commission issued an Order Regarding Possible Conflict in which Deputy Chief ALJ Lawrence Brenner was named the Presiding Judge in the Duquesne proceedings. No objections were filed by parties in the PJM RTEP Proceedings by the March 12th due date. Deputy Chief ALJ Brenner will remain the Settlement Judge in both proceedings.

    On March 1, 2007, in FPL Energy Marcus Hook v. PJM, Docket EL04-57-002, the FERC issued an order on remand denying the complaint of FPL Energy Marcus Hook that alleged that PJM should pay it for system benefits resulting from the construction of the Mickleton-Monroe circuit for which Marcus Hook paid the construction costs under its generator interconnection agreement.

    On March 26, 2007, PJM filed a Motion to Intervene in the Reliant Energy Electric Solutions, LLC ("REES"), Docket No. ER07-599-000, proceeding due to REES filing revised tariff sheets to reduce its revenue requirement for providing Reactive Supply and Voltage Control from Generation Sources Service ("Reactive Supply Service") to PJM as a result of the retirement of several Reliant Facilities.
