This month's Inside Lines informs PJM's stakeholders of various committee actions, upcoming training and other activities. PJM would like to highlight the following:

PJM demonstrates electric car that interacts with grid
PJM hosted a demonstration this month of an electric vehicle that can plug into and receive power dispatch commands from the grid. The vehicle, a Toyota Scion converted to an AC Propulsion eBox EV, was on display in the Technology Center parking lot. Employees, representatives of the project and local media attended the event.(more)
New Jersey’s demand response pilot gets ready to take off next year
A Demand Response Working Group commissioned by the New Jersey Board of Public Utilities to design a pilot program for the state has recommended using PJM’s capacity market rules and procedures among other aspects of PJM’s demand response program. (more)
Getting ready to launch the state regulatory survey
In an effort to be more effective in responding to the needs of state commissions within PJM’s region, PJM is sending a survey to state regulators this month to gain more insight about the relationship between them. John Quain of Buchanan Ingersoll & Rooney PC will act as an independent third party and will administer the 2007 survey. This is the third consecutive year that the survey is being used to identify areas of opportunity for PJM and to work together with the states to resolve key issues. (more)

PJM FERC Filings
11.20.2007 Docket No. EL08-12-000 (PDF)
On November 20, 2007, PJM Industrial Customer Coalition filed a formal complaint against PJM Interconnection, L.L.C. ("PJM") alleging that certain provisions in the PJM's tariff that would "sunset" the existing payments for customer curtailment when locational marginal pricing exceeds a particular threshold, currently $75/MWh, are unjust and unreasonable in Docket No. EL08-12-000.

Highlights

PJM demonstrates electric car that interacts with grid

PJM hosted a demonstration this month of an electric vehicle that can plug into and receive power dispatch commands from the grid. The vehicle, a Toyota Scion converted to an AC Propulsion eBox EV, was on display in the Technology Center parking lot. Employees, representatives of the project and local media attended the event.

The technology that enables electric vehicles to plug in and interact with the grid is the research focus of the Mid-Atlantic Grid Interactive Car (MAGIC) Consortium, made up of the University of Delaware, Pepco Holdings Inc., Delmarva Power, Atlantic City Electric, AC Propulsion, Comverge Inc., the Atlantic County Utilities Authority and PJM.

During the vehicle-to-grid (V2G) demonstration, Dr. Willett Kempton, an associate professor at the University of Delaware and the lead researcher on the project, drove the car to show its top performance and how quietly it runs. The eBox can travel between 120 and 150 miles on a full battery charge and can go from 0 to 60 miles an hour in less than seven seconds. Using a large monitor, PJM's Kevin Komara, senior engineer - Operations Development, showed how the vehicle charges or discharges its battery in response to instructions from the grid.

Prior to the vehicle-to-grid demonstration, Dr. Kempton discussed the future of grid interactive vehicles.

"This is very much a collaborative effort," he said. He added that the members of the MAGIC Consortium are working toward the common goal of creating more affordable electric vehicles that can maximize power storage capacity.

"The storage is coming. It's just not seen as dispatchable yet," he said. "The storage will be dispatchable by system operators."

During the presentation, Komara also explained PJM's role in the V2G initiative. "PJM is looking to be a technology enabler," he said. "We want to enable new technology to enter PJM markets."

New Jersey’s demand response pilot gets ready to take off next year

A Demand Response Working Group commissioned by the New Jersey Board of Public Utilities to design a pilot program for the state has recommended using PJM’s capacity market rules and procedures among other aspects of PJM’s demand response program.

The pilot program, once approved, would become effective for the June 1, 2008 through May 31, 2009 year timeframe.

PJM has been participating with the working group since it was formed this past summer. The working group also includes representatives from state agencies, other energy companies and industrial customers.

Developing a more robust demand response program in the state has been one of the aims of the New Jersey Master Energy Plan.

Getting ready to launch the state regulatory survey

In an effort to be more effective in responding to the needs of state commissions within PJM’s region, PJM is sending a survey to state regulators this month to gain more insight about the relationship between them. This is the third consecutive year that the survey is being used to identify areas of opportunity for PJM and to work together with the states to resolve key issues.

Among the areas the survey examines are communications, information flow and staff accessibility.

The survey was provided to each of the OPSI Board of Directors on November 29, 2007. The OPSI Member is asked to coordinate the response from each of their respective states. Survey responses are requested for return by mid-December. The survey results will be compiled and a report will be issued to the PJM Board of Managers and will be posted on PJM’s Website in early 2008.

NARUC annual convention draws Board members

Data gathering for electric and natural gas distribution companies and federal climate legislation and cap and trade design principles were among the resolutions discussed at the recent National Association of Regulatory Utility Commissioners (NARUC) 119th annual convention in Anaheim, Ca.

Three of PJM board members; John Coughlin, Bill Mayben and Dick Lahey attended the NARUC Annual Convention along with the interim CEO Karl Pfirrmann and Executive Director of the State Policy Group, Bill Whitehead. This annual event provided opportunities for PJM to meet with commissioners and their staffs for discussion.

The four-day event was well attended by industry leaders and a variety of chairpersons, commissioners and staff throughout the United States.

Standards Review eRoom

    On November 21, 2007, the Commission issued a Letter Order in Docket No. ER08-93-000 approving PJM's filing of October 26, 2007, to revise Section 6.7(d) of the RPM mitigation provisions to use estimates of revenues in addition to costs where actual data is unavailable.

    On November 20, 2007, the Commission issued an order in the H-P Energy Resources v. PJM complaint proceeding in Docket No. EL07-89-000. In this Order, the Commission approved the settlement filed on September 27, 2007, by PJM on behalf of itself, H-P, Dominion and PPL EnergyPlus.

    On November 16, 2007, in Docket No. ER08-10-000, the Commission issued an order accepting revised tariff sheets filed by Pepco Holdings, Inc. ("PHI") on behalf of its transmission-owing utility affiliates, Atlantic City Electric Company, Delmarva Power and Light Company and Potomac Electric Company, to implement a transmission rate incentive -- a 50-basis point adder -- to the PHI Affiliates' authorized return on equity in recognition of their continued membership in PJM. The revised tariff sheets are effective December 1, 2007, as requested.

    On November 16, 2007, in Docket Nos. ER07-576-000 and ER07-576-001, the Commission issued an order finding that the transmission owner-initiated (TOI) projects are non-routine and qualify for a return on equity (ROE) transmission rate incentive adder. BG&E must file revised tariff sheets within 30 days of the date of this order to incorporate the 100-basis point ROE incentive for the Northwest to Finksburg TOI. Commissioners Kelly and Wellinghoff dissented.

    On November 15, 2007, the Commission issued an Order Denying Rehearing of an earlier rehearing order regardng a settlement filed by PJM Interconnection, L.L.C. FERC affirms its finding that the RPM program produces just and reasonable rates for capacity in PJM in Docket Nos. ER05-1410-005, EL05-148-005.

    On November 15, 2007, the Commission issued an Order of Chief Judge Terminating the Settlement Judge Procedures regarding the Settlement Agreement filed on September 27, 2007 by H-P Energy Resources LLC, PJM Interconnection, L.L.C., Virginia Electric and Power Company doing business as Dominion Virginia Power, and PPL EnergyPlus, L.L.C. in Docket No. El07-89-000.

    On November 13, 2007, FERC issued a Letter Order informing PJM Interconnection, LLC that their Sepember 21, 2007 filing of an executed interconnection service agreement with Ameresco Stafford, LLC is deficient and requesting additional information to assist in FERC's analysis under ER07-1394.

    On November 5, 2007, the Commission Chief of Staff issued a Report of Settlement Status ("Report") to the Commission and the Chief Administrative Judge in Docket Nos. EL07-56-000 and EL07-58-000. The Report advises the Commission that the parties are committed to trying to resolve their issues, but that he is not certain whether they will be able to come to a consensus. Thus, settlement of the matters may not be possible

    On November 2, 2007, the Commission issued a letter order, in Docket No. ER07-576-002, accepting Baltimore Gas and Electric Company's ("BG&E") filing of the revised Attachment H-2A tariff sheets to the PJM Tariff to comply with the Commission's July 24, 2007 Order. The revised tariff sheets reflect, among other things, the Commission's authorization of a 50 basis point incentive to BG&E's base return on equity ("ROE") of 10.8 percent for continued participation in PJM

The Commission also directed PJM to file the effective date with the Commission within 30 days of the transfer.

    On november 25, 2007, the Commission issued an Order Approving Uncontested Partial Settlement, in Docket Nos. ER05-6-097, et al., between PJM Transmission Owners ("PJM TOs") and PJM load-serving entities ("PJM LSEs") filed a settlement agreement that resolves among them all the issues related to Seams Elimination Cost Adjustment ("SECA") monetary obligations that were set for hearing.

    On November 20, 2007, PJM Industrial Customer Coalition filed a formal complaint against PJM Interconnection, L.L.C. ("PJM") alleging that certain provisions in the PJM's tariff that would "sunset" the existing payments for customer curtailment when locational marginal pricing exceeds a particular threshold, currently $75/MWh, are unjust and unreasonable in Docket No. EL08-12-000.

    On November 20, 2007, PJM Interconnection, L.L.C. submitted for filing with the Commission, as part of Rate Schedule No. 42, the TrAILCo signature page to the Transmission Owners Agreement ("TOA"). Also submitted were, a revised Attachment A to the TOA adding TrAILCo to the list of PJM Transmission Owners and a revised Attachment L to PJM's Open Access Transmission Tariff ("Tariff") to include TrAILCo as a PJM Transmission Owner under the tariff. The requested effective date for the revisions is January 19, 2008.

    On November 19, 2007, PJM submitted for filing, in Docket No. ER08-xxx-000, revisions to the Reliability Pricing Model ("RPM") in various sections of Attachment DD and Attachment Q of the PJM Tariff and Reliability Assurance Agreement. The revisions are needed in order to correct certain errors in the provisions pertaining to mitigation, the calculation of avoidable cost rates, and the required level of RPM-related collateral.

    On November 15, 2007, in Docket No. ER06-1474-004, PJM filed an answer to protests and comments regarding PJM's compliance filing in which, in accordance with the Commission's June 11, 2007 order (PJM Interconnection, L.L.C., 119 FERC 61,265), PJM provided a formulaic approach for including economic-based transmission projects proposed to reduce congestion in the PJM Regional Transmission Expansion Plan.

    On November 14, 2007, PJM filed in Docket Nos. ER05-1410, et al., an answer to the motion of Rockland Electric for leave to file a late protest. In its answer, PJM showed that Rockland had not demonstrated the "extraordinary circumstances" required under FERC's rules to extend a deadline that has already passed. The case concerns PJM's compliance filing addressing FERC's concerns that the RPM settlement gave the PJM market monitor excessive discretion in certain areas.

    On November 14, 2007, PJM Interconnection, L.L.C. (PJM) filed a waiver request for a specific PJM Emergency Load Response Program (ELRP) rule. Specifically, PJM asks for a one-time waiver of the payment verification rule that prohibits energy payments if the relevant data is not submitted to PJM within sixty days of an ELRP load reduction event. The waiver request is limited to an event that occurred on August 8, 2007, and is necessary due to an email notice issued by PJM that indicated the incorrect data submission deadline for the August 8th ELRP event.

    On November 13, 2007, PJM filed with the Commission, under Docket No. ER08-205-000, several revisions to Schedule 2 of the PJM Tariff to reflect recent Commission approval of the Reactive Power revenue requirements for York Generation Company LLC in the MetEd Zone and Elwood Energy, LLC in the ComEd Zone.

    On November 13, 2007, PJM filed its Reply Comments on FERC's 9/28/07 technical conference in Docket No. ER07-1050, which concerns PJM's proposed charges and credits for the export of capacity from the PJM Region. In its reply comments, PJM showed that: (1) the capacity export provisions are needed to fill a gap in the RPM settlement and eliminate the current undue preference in favor of export customers; (2) there is no basis for "grandfathering" export transactions that predated the RPM settlement negotiations; (3) the capacity export charge is neither a prohibited through-and-out rate nor prohibited loop flow compensation; (3) the capacity export charge does not discriminate against FRR Entities; and (4) the proposed tariff provisions will properly calculate credits to capacity export customers.

    On November 9, 2007, PJM submitted to the Public Service Commission of Maryland ("Commission"), in Case No. CN-9117, a letter assisting Commission Staff to respond to certain questions included in Maryland Office of People's Counsel Data Request No. 3. This proceeding concerns the Commission's investigation of investor-owned electric companies' standard offer service in Maryland.

    On November 9, 2007, PJM, the Indicated PJM Transmission Owners, the Midwest ISO and the Indicated Midwest ISO Transmission Owners, submitted a motion for enforcement of effective Commission orders, approved provisions of the Transmission and Energy Markets Tariff of the Midwest ISO, and accepted contracts and rate schedules under which the Midwest ISO has assessed Green Mountain Energy Company more than $31 million in Seams Elimination Charge/Cost Adjustment/Assignment ("SECA") charges (Docket Nos. ER05-6, etc.).

    On November 9, 2007, PJM filed a Motion to Intervene Out-of-Time in the Black Oak Energy v. NYISO compliant proceeding initially filed on September 7, 2007, against NYISO in Docket No. EL07-95-000. The complaint alleges that the NYISO failed to properly administer its energy markets on at least three occasions in 2005, which resulted in alleged financial losses to Black Oak. On November 8, 2007, PJM learned, for the fist time, about this proceeding. Black Oak's Answer references and attaches certain communications between PJM and NYISO personal regarding the Checkout for the Black Oak transactions which are the subject of the Complaint. As a result, PJM has a substantial interest in this proceeding which cannot be adequately represented by any other party.

    On October 30, 2007, PJM filed an answer to protests to PJM's September 24, 2007 compliance filing in Docket Nos. ER05-1410, et al. In the compliance filing, PJM implemented the Commission's December 22, 2006 and June 25, 2007 orders finding that the PJM Market Monitor was afforded excessive discretion in three areas of the RPM settlement and directing PJM to replace that discretion with objective criteria that will lead to predictable results. In its answer, PJM showed that its compliance filing was reasonable and complied with the Commission's orders; that the alternative tariff provisions proposed by Protestors were an inadequate response to the concerns identified by the Commission and only served to underscore the reasonableness of PJM's proposed tariff changes; that PJM properly interpreted its tariff to require avoidable cost rates to be calculated on an assumption that the generator is retired and not mothballed; and that Protestors had shown no basis for the Commission to investigate PJM's compliance with its tariff on this point.
