This month's Inside Lines informs PJM's stakeholders of various committee actions, upcoming training and other activities. PJM would like to highlight the following:

PJM Board authorizes $2.1 billion in transmission upgrades
PJM’s Board approved $2.1 billion in electric transmission system additions and upgrades at its October 17 meeting. The improvements will maintain the reliability of the power supply system serving 51 million people in 13 states and the District of Columbia. The additions include a new 500-kilovolt transmission line through the Delmarva Peninsula.(more)
New reports show ISOs and RTOs provide tangible benefits
Three reports, released on October 16 by the ISO/RTO Council (IRC), highlight the value of the electricity markets administered by North America’s 10 Independent System Operators (ISOs) and Regional Transmission Organizations (RTOs). (more)
PJM Reliability Pricing Model attracts more generation, demand response
The results of PJM Interconnection’s third capacity auction using its Reliability Pricing Model (RPM) show increased generation and demand response supplies to meet capacity requirements. The results also showed a shift from PJM being a net exporter of capacity to a net importer. The auction’s results were posted October 12. An adjustment to the RTO-wide price was made on October 16. PJM CEO and president Karl V. Pfirrmann sees dialogue as key to tackling tough issues
Recently members of PJM’s board met with representative members in our first Liaison Committee meeting. The creation of the Liaison Committee was an initiative to foster better communication between PJM Members and the PJM Board. (more)
State regulators survey to be issued soon
Starting in mid November, PJM will be distributing a survey to regulators throughout PJM’s region. The survey will help identify where PJM is meeting the states’ needs and where improvement opportunities exist. The survey will be conducted by an outside company so that responses will remain confidential. (more)
PJM to host pandemic symposium
PJM members and electric sector representatives are invited to attend a PJM-hosted symposium on preparing for a pandemic. The symposium, titled “Implementing Best Practices in Pandemic Preparedness”, will be held Dec. 5 at the Crowne Plaza in King of Prussia, Pa. (more)

On October 25, 2007, the Commission issued an Order Approving Uncontested Partial Settlement, in Docket Nos. ER05-6-097, et al., between PJM Transmission Owners ("PJM TOs") and PJM load-serving entities ("PJM LSEs") filed a settlement agreement that resolves among them all the issues related to Seams Elimination Cost Adjustment ("SECA") monetary obligations that were set for hearing.

Highlights

PJM Board authorizes $2.1 billion in transmission upgrades

PJM’s Board approved $2.1 billion in electric transmission system additions and upgrades at its October 17 meeting. The improvements will maintain the reliability of the power supply system serving 51 million people in 13 states and the District of Columbia. The additions include a new 500-kilovolt transmission line through the Delmarva Peninsula.

The PJM Board has authorized a cumulative $9.3 billion in transmission improvements since 2000 when the first Regional Transmission Expansion Plan was approved.

The proposed new 500-kilovolt transmission line would run approximately 230 miles from the Possum Point Station at Dumfries, Va., through the Delmarva Peninsula and end at the Salem Station in Lower Alloways Creek Township, N.J. It is estimated to cost $1.05 billion.

The line is being recommended now to provide time for permitting and construction. Pepco Holdings, Inc., the utility building the line, will determine the route it will follow subject to government and regulatory approval. PJM does not set the routes.

The updates to the regional transmission plan include several other significant projects.

A new 345-kilovolt transmission line will be built between the Carson and Brunot Island stations in Pittsburgh. The estimated cost is $291 million with an in-service date of June 2012.

There are $450 million in upgrades planned throughout the Mid-Atlantic and Dominion regions of PJM to handle power flows from a merchant transmission project between Ridgefield, N.J., and New York City. The merchant (i.e. non-utility) project would supply up to 670 megawatts (MW) of capacity from PJM to New York. The developer is responsible for the costs of the upgrades.

A larger transformer and a spare unit are to be installed at the Kammer Substation near Moundsville, W.V., by June 2009 at a cost of $42 million. The Kammer transformer is critical to power transfers across PJM. In addition, the cost of congestion on the facility has totaled more than $220 million since 2005.

The updates to PJM’s regional plan also include transmission upgrades for the interconnection of new generation totaling 6,334 MW. Through PJM’s regional planning process, 19,912 MW of new generation have been interconnected, and 4,547 MW of generation is now under construction.

PJM’s Regional Transmission Expansion Plan includes upgrades and new projects to maintain system reliability and to interconnect new electric generation. PJM has a 15-year planning horizon. The plan considers the growth and changes in the broad, multi-state region. By not being limited to considering just one utility’s service territory, the PJM planning process can determine the most effective and cost-efficient transmission solution no matter where it is located in the region.

New reports show ISOs and RTOs provide tangible benefits

Three reports, released on October 16 by the ISO/RTO Council (IRC), highlight the value of the electricity markets administered by North America’s 10 Independent System Operators (ISOs) and Regional Transmission Organizations (RTOs).

The reports focus on the progress of competitive markets, as well as how ISOs and RTOs help foster development of demand response and renewable energy resources. The reports were unveiled during a media briefing in Washington, D.C., hosted by IRC-member CEOs and senior executives. PJM is a member of the IRC.

The reports are available on the documents page of www.iso-rto.org. Here is a brief summary of each report:

Progress of Organized Wholesale Electricity Markets in North America
Reviewing the 2006 results of the organized electricity markets, this report concludes that organized wholesale electricity markets reflect meaningful competition. Despite record peak demand levels in 2006, the ISOs and RTOs maintained high levels of reliability. In addition, electricity prices in the majority of these markets have been falling, regional planning is producing new transmission investments, and markets are providing price signals that support investment in new generation.

Harnessing the Power of Demand: How ISOs and RTOs Are Integrating Demand Response into Wholesale Electricity Markets
ISOs and RTOs provide a market framework that enables demand response — the ability of consumers to respond to emergency, peak-demand, or high wholesale price conditions—to realize its full value. They do so by providing transparent market prices, lowering the barriers to market entry, reducing transaction costs, and offering large, liquid markets that can support significant demand reduction. As of June 2007, this market framework has resulted in 23,129 MW of demand response participating in the ISO and RTO markets, representing about 4.5 percent of their combined electricity demand.

Increasing Renewable Resources: How ISOs and RTOs are Helping Meet This Public Policy Objective
Renewable resources, including hydroelectric generation, supply approximately nine percent of the energy provided by the members of the IRC. According to the report, the markets operated by the ISO and RTOs are enabling significant growth and development of renewable resources.
The IRC is an industry organization that includes 10 ISOs and RTOs that serve two-thirds of electricity consumers in the United States and just over 50 percent of Canada’s population. In addition to PJM, the members are: Alberta Electric System Operator; California Independent System Operator Corporation; Electric Reliability Council of Texas; Independent Electricity System Operator, Ontario; ISO New England; Midwest Independent Transmission System Operator; New Brunswick System Operator; New York Independent System Operator and Southwest Power Pool, Inc.

PJM Reliability Pricing Model attracts more generation, demand response

The results of PJM Interconnection’s third capacity auction using its Reliability Pricing Model (RPM) show increased generation and demand response supplies to meet capacity requirements. The results also showed a shift from PJM being a net exporter of capacity to a net importer. The auction’s results were posted October 12. An adjustment to the RTO-wide price was made on October 16.

The price for capacity for portions of the PJM region dropped to $102.04 for the June 2009 to May 2010 delivery year from $111.92 in the auction for the 2008-2009 delivery year. The price decrease results from more capacity being available to meet forecasted load. Prices in two sub-regions increased, reflecting transmission constraints and the shorter supply of capacity relative to forecasted demand growth since the last auction.

For the 2009/2010 auction, the capacity exports were 2,240.9 MW and the capacity imports were 2,563.2 MW resulting in a net capacity import of 322.3 MW. In addition, the current auction cleared 893 megawatts (MW) of demand response. That’s about the amount of capacity provided by a large power plant.

Since the auctions began, 2,589 MW of new generating capacity were added. Additionally, available capacity in 2009-2010 increased by 9,107 MW as a result of the RPM implementation.

RPM sends price signals that attract resources to the areas where they are most needed.

Capacity prices rose in the Southeastern Mid-Atlantic sub-region where demand for electricity is growing faster than capacity supplies. (The sub-region includes the service territories of Baltimore Gas and Electric Company and Pepco.) The capacity price in the sub-region rose to $237.33 per megawatt-day from $210.11 in the previous auction.

Capacity prices were $191.32 per megawatt-day in the region that includes Allegheny Power; Atlantic City Electric; Delmarva Power; Jersey Central Power & Light Co.; Metropolitan Edison Co.; PECO; Pennsylvania Electric Co.; PPL Electric Utilities; PSE&G; and UGI Utilities, Inc. Transmission limits pushed capacity prices higher in that sub-region.

The RPM auction provides a way for electricity providers to have enough capacity—power to be drawn from when needed—to reliably serve the 51 million people in the PJM region. The most recent auction was the third of three held this year since the new pricing model began.

PJM CEO and president Karl V. Pfirrmann sees dialogue as key to tackling tough issues

Recently members of PJM’s board met with representative members in our first Liaison Committee meeting. The creation of the Liaison Committee was an initiative to foster better communication between PJM Members and the PJM Board.

I think we all found this first meeting very encouraging with its open and candid dialogue on the topics discussed and participation in the meeting. Fifteen members representing five sectors, the chair and vice chair of the Members Committee and PJM’s 10 board members participated in the meeting. The committee discussed several topics including updates on the 2008 budget, the board’s recent decision regarding the Installed Reserve Margin and progress on the CEO search. Feedback from some Members indicates they were pleased with the dialogue as well, with several noting they were impressed with the depth of knowledge the board had on the issues.

However, for me, it wasn’t as much about what was discussed, but how. There are other ways PJM can and does convey important information. However, the Liaison Committee provides a forum for interactive, two-way discussion. This is the kind of dialogue that ultimately fosters better understanding among all participating. We’re looking forward to meeting again in another couple of months and keeping the momentum going.

Facilitating dialogue is how I’d best characterize many of the meetings we’ve had over the past two months since I stepped into this role. Since then, along with the senior staff, we’ve been meeting with many of our stakeholders, including the Federal Energy Regulatory Commission, state regulatory agencies, Members, the Organization of PJM States (OPSI), legislators and others. Along with the board, we’ve also met with state regulators and U.S. senators and representatives.

We’ve faced some tough issues over the past several months, where our stakeholders have differing opinions on solutions. It can be challenging to balance all interests. If nothing else, I hope that our stakeholders and other interested parties know PJM hears them and wants to continue to work toward common understanding. With that said, however, I hope all will appreciate that PJM will continue to be guided by our firm understanding of who we are, our role and our mission to maintain grid reliability and administer an efficient, transparent wholesale power market. I believe that in the end that’s what our stakeholders want and expect us to do above all else.

    On October 1, 2007, PJM submitted, under Docket Nos.ER05-1410-000, et al., a corrected version of its September 24, 2007, filing of its report on demand response submitted in compliance with the December 22, 2006, order approving RPM. The report corrects the listing of state commissions on page 14 and formatting problems associated with the inclusion of graphic illustrations.
