Highlights

Ott presents importance of wholesale electricity markets to Pa. House Committee

Andrew Ott, PJM senior vice president - Markets, testified on September 9 at a hearing of the Pennsylvania House of Representatives Environmental Resources and Energy Committee, explaining the role that wholesale electricity markets play in preserving the reliability of the electricity power grid and promoting efficiency. The hearing was specifically focused on the potential increases to Pennsylvania's retail electricity rates that are anticipated after the remaining retail rate caps expire in 2009 and 2010.

Ott addressed some of the factors, including the rising price of fuel (such as coal, oil, and natural gas), contributing to rising electricity prices and explained how PJM's markets enable the least expensive generating resources to serve electricity demand, helping to moderate prices. He explained PJM's spot market design, which not only plays a role in maintaining short-term reliability but also attracts renewable resources, demand response solutions, energy efficiency and other advanced technology resources.

These and other resources, he said, "can help limit electricity consumption at times when the most expensive generation resources are required; and moreover these efforts have the potential to help lower costs for all electricity consumers, not just those who participate in the specific programs."

Ott highlighted several other positive aspects of PJM markets. With rising fuel prices accounted for, the fuel-price adjusted locational marginal price has gone down, more than 23 percent over the last 10 years, he said. He added that the first five Reliability Pricing Model auctions have delivered investment to supply 9,981 megawatts (MW) of new resources, including a base-load coal plant and over 2,000 MW of demand response resources.

Ott closed his testimony with a request of the committee to keep in mind PJM's focus on grid reliability as the retail electricity market policy is developed for Pennsylvania. A copy of his written testimony is available.

First Billing Statement Issued Under New Settlement System

On September 9, the first monthly bill processed by the new Market Settlements calculation and reporting system was issued to PJM market participants. This new system is the finished product of a two-year-long project by the Market Settlement System Replacement (MSET) Project Team, composed of employees from PJM's Markets and Information Technology Services divisions. The system generates the official billing statements for all PJM market participants.

The new system went live Aug. 1.

The MSET project replaced both the settlement calculation and reporting systems, and each had its own design and implementation team. The reporting system is the most recent PJM eTool built to provide settlement data to PJM customers.

The new calculation system increases the automation of settlement data pre-processing, execution of settlement applications and billing adjustments due to reruns. The system was designed based on stakeholder feedback. It provides more reports on a more timely basis, adds XML-formatted reports and offers adjustment details to minimize the need for customer data requests.

"MSET is a more user-friendly product for Market Settlements, ITS, audit staff and, most importantly, our customers," said Harry Dessender, general manager - Market Strategy.

2009 MC Annual Plan Development Underway

The process to create the 2009 Members Committee (MC) Annual Plan is underway. As detailed in the PJM Committee Handbook, each year the Members Committee adopts a plan for the coming year of initiatives to address significant current issues facing PJM and its members.

The annual plan is administered by the vice chair of the MC, currently John Horstman, Dayton Power & Light. Quarterly updates are available to member companies to see the progress toward achieving the plan.

"The plan is intended to be a 'living document," said Dave Anders, manager of PJM Member Services. "As issues surface requiring MC attention, they can be added to the plan and tracked going forward."

A special stakeholder meeting was held on September 9 to give members the opportunity to identify and prioritize items for inclusion in the 2009 MC Plan. MC approval of the 2009 plan is expected at the November 20 MC meeting.

New Jersey effort to address workforce challenges in energy industry - PJM to offer co op opportunities

Workforce issues within the energy industry, particularly the decreasing number of trained engineers, are driving the creation of an innovative project to look at these issues. PJM and other energy industry companies are looking at supporting the efforts of the Stevens Institute of Technology which is establishing the New Jersey Innovation Partnership Institute in Clean Energy Technology (IPI-CET).

The initiative will develop educational programs and curricula at various levels to address workforce challenges within the energy industry. Emphasis on skill development in mechanical and nuclear engineering will be one of the top goals for the initiative.

PJM has committed to looking at potential co op positions and entry level positions for nuclear engineering as part of this initiative.

The New Jersey Governor's Office of Economic Growth has identified clean energy technology as one of four targeted industry sectors that are key to the state's future economic development. With the demand for electric power in New Jersey expected to increase by up to 40 percent by 2019, nuclear power is considered as the most viable large scale, clean energy source needed to meet future electric power needs and ensure meeting the state's targets for reducing greenhouse gas emissions, as recognized in the new state's energy master plan.

The partnership includes Stevens, Bergen Community College, Public Service Electric & Gas Co., Erin Engineering Co., and PJM Interconnection.

  • NERC CEO Announces Plan to Improve Response to Cyber and Critical Infrastructure Protection. Specific actions include: increasing NERC expertise on critical infrastructure protection and cyber security, consider alternative standards setting process for cyber security standards, expedited review of existing cyber standards, and facilitate joint collaboration on cyber security.
  • The NERC Situation Awareness Tool (SAT) provides a high-level overview of the situational health of the North American electric grid by graphically displaying color-coded indicator values for each Reliability Coordinator. These indicators were selected to represent key reliability-based situational health data and were carefully selected to screen any specific market or price indicators unless they are directly related to reliability.

  • The ReliabilityFirst 2008 Compliance Monitoring Schedule - Rev. 8, dated August 6, 2008, has been posted here.
  • The new RFC Portal - Compliance Reporting System is in service and available for compliance self-certification submittals. Registered entities are responsible to maintain updated information, including personnel information, in the portal. All registered entities should verify that their information is current and should be updated as necessary. Training materials for use of the Portal are available on the ReliabilityFirst Web site. Online training sessions have already been conducted, and additional online training sessions will be conducted as necessary to aid our registered entities in becoming familiar with the use of the Portal. Training information is posted on the ReliabilityFirst Web site. Questions regarding the training material and training sessions should be directed to Norb Mizwicki (E-mail or 330-247-3064).
  • Violations of reliability standards identified by discovery should be submitted via E-mail using the form and instructions for self-reporting available here.
  • With the objective of continuing to promote reliability through compliance with the reliability standards, ReliabilityFirst is planning to post and share results quarterly of the compliance- related activities that are indicative of the performance of the registered entities within the region.   • From the August Newsletter:
  • RFC's 2009 business plan and budget has been approved by the NERC board and has been filed with the Commission. Note: These documents reflect the elimination of the readiness evaluation program.
  • RFC noted that they received 100 percent in responses from those obligated to submit CIP compliance submissions.
  • FERC provided a great deal of guidance to NERC and its regional entities in response to the initial set of notices of penalties filed for violations of reliability standards. Tim Gallagher (of RFC noted that they must improve in their establishment of complete and thorough records of identified violations, the circumstances surrounding them, actions taken to mitigate the violation and how penalties were determined.
  • NERC Standards PRC-004-1 and PRC-016-0 require submittal of misoperations data. The RFC Compliance Monitoring Schedule requires that all data for the first half of 2008 required by these standards be submitted by September 30, 2008. RFC will be issuing a request that GOs, TOs and DPs submit their misoperations data for the period of January through June 2008, based upon the RFC BES definition.
  • RFC is holding a Compliance Workshop on September 29-30, 2008, at the Mariott Columbus Airport Hotel, Columbus, Ohio. The Compliance Users' Group will me meeting on the morning of Sept. 29 and convene at 9 am, and run approximately noon. The workshop will begin at 1 pm the afternoon of Sept. 29 and end by noon on Sept. 30.
  • RFC is encouraging all MAAs to review the assignment of required roles for their respective MAs. The MAs should have more than one MAA to accommodate compliance reporting coverage. We advise that each MAA review that the MAA Alternate, Compliance Contact-Primary, and Authorizing Signatory roles are assigned along with the Compliance Officer-Primary and Registration Primary Contact roles as required in the MAs organization registration.
  • RFC will be adding an Off-Site Audit Process Document to the RFC Web site on September 15th to provide information to the Registered Entities scheduled for Off-Site Audits, which are listed on the RFC "Six Year Audit Cycle" including a timeline for the audit process.

  • Two SERC supplements for comments have been posted in the link below. These were developed by SERC Engineering Committee (EC) subgroups. Listed below is a description of these drafts.   • Draft Revision 4 to the Special Protection System (SPS) Misoperations SERC Supplement was developed by the SERC EC Protection and Control Subcommittee (PCS). This supplement was revised in accordance with the three-year document review/recertification requirement. The revision primarily removed attachment two; updated applicable terminology, references, and data submittal forms; and added misoperation reporting status timetable requirement.
    1. Draft Revision 6 to the Under-Voltage Load Shedding SERC Supplement was developed by the SERC EC Dynamics Review Subcommittee (DRS). This supplement was revised in accordance with the three-year document review/recertification requirement. The revision primarily updated references to SERC subcommittees and refined alignment with the current versions of the NERC Reliability Standards. Clean and red-line versions of the supplement revision; and a comments form are posted here.
  • Compliance Portal Training - One remaining WebEx session will be held to provide an overview of the Portal compliance process with emphasis on the October 1 filing. The target audience is Master Account Administrators, Compliance Contributors and Authorized Signatories.     On August 19, 2008, in Docket No. EL08-36-001, the Commission issued a Letter Order accepting PJM's May 30, 2008, filing of Fifth Revised Sheet 8A et al. to FERC Electric Tariff, Sixth revised Volume 1, in compliance with the Commission's April 10, 2008 Order Approving Contested Settlement ("Dominion Settlement Order") regarding the modifications as a second, important step in PJM's ongoing stakeholder process, toward the implementation of "queue reform." The revisions include, among other things, modifications to the procedures for cluster studying of queued projects, deposit amounts for Feasibility Studies, and the cost allocation between the queues. The effective date is August 1, 2008, as requested.

    On August 18, 2008, the Commission issued a Letter Order, in Docket No. ER08-1190-000, accepting RPL Holding, Inc.'s Rate Schedule that specifies the revenue requirement for providing Reactive Support and Voltage Control from Generation Sources Services ("Reactive Power") to PJM from the RPL's cogeneration facility that is interconnected with the transmission system owned by Public Service Electric and Gas Company, which is operationally controlled by PJM. The rate schedule is effective August 1, 2008 as requested.

    On August 18, 2008, the Commission issued a Letter Order, in Docket Nos. ER08-900-000, et al., accepting Potomac Edison Company's Rate Schedule that specifies the revenue requirement for providing Reactive Support and Voltage Control from Generation Sources Services ("Reactive Power") to PJM from the Warrior Run cogeneration facility. The rate schedule is effective July 1, 2008 as requested.

    On August 13, 2008, the Commission issued a Letter Order, in Docket No. ER08-1170-000, accepting revisions to the PJM Tariff and Operating Agreement establishing the AP South Scarcity Pricing Region, effective August 13, 2008. The Commission also specifically determined that making an informational filing, as requested by the PJM Suppliers, is not an acceptable way to establish a new scarcity pricing region. Rather, the Commission determined that the establishment of a new scarcity pricing region requires a formal filing under the Federal Power Act since PJM has to revise Section 6A.2.2 of Schedule 1 of its Operating Agreement and related Tariff provisions to delineate the new region.

    On 8/4/08, FERC accepted PJM's 6/30/08 compliance filing in Docket No. ER07-1050, which concerns charges and credits for exports of capacity from the PJM Region and other minor changes to RPM. The compliance filing consisted of clarifying changes PJM had suggested earlier in the proceeding, which FERC ordered PJM formally to adopt when FERC otherwise accepted the export charge/credit filing in its 5/30/08 order in the proceeding.

    On July 30, 2008, the Commission issued, in Docket Nos. ER05-6-044, et al., a Notice of Extension of Time granting a 180 day extension, until January 28, 2009, to PJM and the Midwest ISO to file a proposal to allocate the cost of cross-border facilities that are built for economic purposes. PJM and the Midwest ISO indicated that they need the extra time so they can continue to work with their stakeholders in order to reach a consensus on the issue.

    On July 28, 2008, the Commission issued a Letter Order, in Docket No. ER08-1044-000, et al., accepting the Non-conforming Transmission Agreements for firm point-to-point transmission service under the PJM Tariff, as executed between PJM and: (i) Orion Power Midwest, L.P.; and (ii) FirstEnergy Solutions Corp subject to revision. The Commission directed PJM to submit a compliance filing within 30 days of the date of this order to correct an erroneous effective date that was listed on the Agreements. The agreements are effective July 29, 2008 as requested.

    On July 25, 2008, the Commission issued in Docket No. ER08-1016-000 an Order Accepting Tariff Revisions and Directing Further Compliance Filing, wherein the Commission accepted PJM's proposal to revise the current Financial Transmission Rights ("FTRs") Auction process to incorporate procedures for a long-term FTR auction and permit the purchase and/or sale of FTRs having terms running three consecutive planning periods following the period in which the auction occurs. The Commission directed PJM to submit an additional compliance filing within 30 days in order to resolve a discrepancy specifying the actual timing of the auctions and correcting the Operating Agreement and Tariff language to the extent necessary. The Order also requires that PJM make an informational filing within 90 days of the date of the order to provide an explanation and examples of how PJM's current FTR credit requirement "factors in the credit risk associated with FTRs with terms longer than one twelve-month planning period." The revisions are effective July 28, 2008.

    On July 25, 2008, Docket Nos. Specifically, PJM and Exelon request that the Commission clarify that the dicta in footnote 22 of the Order was not intended to change the Commission's determination that, based on their functionality as determined by PJM, the only transformers with a 500 kV and above high-side voltage and a below 500 kV low-side voltage that are classified as regional facilities are those that are integral to the 500 kV and above project.

    On August 18, 2008, PJM filed an answer in Docket No. EL08-58-000 to the request of Pepco Energy Services for clarification of FERC's 7/2/08 Order on PES's complaint in that docket, which concerns peak-period performance charges for infrequently run units under RPM. PES asked FERC to clarify that its 7/208 Order still required PJM stakeholders to consider, and FERC's final order in the case to address, retroactive changes to the PJM tariff for the 2007-2008 Delivery Year. In its Answer, PJM opposed the requested clarification, as inconsistent with FERC's decision to send the matter to an existing PJM stakeholder process that was only considering prospective changes, and as barred by the filed rate doctrine.

    On August 1, 2008, PJM filed an agreement between PJM and MISO concerning the use of capacity committed to serve the needs of loads in the Duquesne transmission zone under PJM's Reliability Pricing Model, to meet the reliability obligations of entities serving load in that zone following the transfer of the Duquesne transmission assets from the control of PJM to the control of MISO.

  • 07.31.2008 Docket No. ER08-1339-000 (PDF)
    On July 31, 2008, PJM filed service agreements with all current LSEs in the Duquesne Light zone memorializing the payment arrangements for capacity previously committed to serve the needs of Duquesne-Zone loads under RPM following the zone's transfer to the Midwest ISO. PJM proposed that each such agreement become effective on the effective date of Duquesne's transfer to the Midwest ISO, currently scheduled for October 1, 2008.

    On July 24, 2008, in Docket No. ER08-1235-000, PJM filed a limited protest which concerns the Midwest ISO and Duquesne Light's joint filing to integrate Duquesne's transmission facilities in the Midwest ISO. PJM stated that it does not protest Duquesne's change of RTOs, but protests the filing for the limited purpose of ensuring that FERC resolves all outstanding matters concerning Duquesne's withdrawal from PJM before it gives final approval to Duquesne's integration into the Midwest ISO.

    On July 30, 2008, in accordance with the Commission's directive, PJM filed in Docket Nos. ER08-376-000 and ER08-520-000, an informational status report which details the progress of its review of the PJM Credit Policy and provides an analysis of the instances in which PJM has been required to remove bids from an FTR auction.

    On July 30, 2008, PJM filed a Motion to Intervene, under Docket No. EL08-78-000, in which the ComEd submitted for filing a Petition for Declaratory Order for Incentive Rate Treatment. The ComEd is seeking authorization for incentive rate treatment for twenty-two new transmission projects that have been approved, or are expected to be approved later this year, that will help ensure reliability on the PJM transmission system.
  • 07.29.2008 Docket No. EC08-103-000 (PDF)
    On July 29, 2008, PJM filed a Notice of Withdrawal of Comments in Docket No. EC08-103-000, because Pepco has satisfied PJM's concerns with regard to the transfer of its RPM capacity and obligations that were the subject matter of Pepco's original filing with the Commission.

    On July 28, 2008, PJM filed an answer to (i) the protest of Rockland Electric Company; (ii) the protest of AMP-Ohio; (iii) the comments of the J.P. Morgan Entities; and (iv) the protest of Duke Energy Corporation, each filed on July 11, 2008, in Docket No. ER08-1144-000, regarding PJM's NERC Reliability Standard violation penalty cost allocation proposal filed on June 20, 2008.
