ER08-492-000, accepting an executed interim Interconnection Service
Agreement ("ISA") among PJM, Old Trail Wind Farm, and Commonwealth
Edison Company. The ISA facilitates the interconnection to the PJM transmission
system of a 198 MW wind generating facility located in Ellesworth, McLean

On March 7, 2008, in Docket Numbers ER06-456-010, et al., the Commission
issued an Order on Rehearing and Compliance filing in the matter re
PJM Interconnection, L.L.C. and PJM Transmission Owners. The Commission
denies rehearing of the April 19, 2007 RTEP Order, which concerns were
also raised and denied in the rehearing request of Opinion No. 494.
The Commission conditionally accepts PJM's May 21, 2007 tariff sheets
for filing, as amended by the July 26, 2007 tariff to become effective
on August 4, 2006, October 19, 2006, and April 11, 2007, as discussed
in the order. In addition, PJM is to submit a compliance filing within
30 days of the Order.

Power Co., (Dominion Virginia Power) submitting New Attachment H-16B
to PJM's Open Access Transmission Tariff. The order accepts Dominion's
proposed rate to Emporia Hydro for wholesale distribution service and
suspended for a nominal period, subject to refund, and subject to the
outcome of the proceeding in Docket No. ER08-92-000, to become effective
August 21, 2007 and denies Dominion's request for a 50 basis point adder
and Request for Waiver of prior notice. Dominion is also ordered to
make time value of revenues refunds within 30 days of the date of issuance
of this order, and to file a refund report within 15 days thereafter.
A status report will be filed by the settlement judge within 30 days
after appointment of the settlement judge and again at least every 60
days thereafter.

On February 19, 2008, the Duquesne Light Company, in Docket No. ER08-194-001,
requested for rehearing and clarification of the Commission's Order
Addressing Conditional RTO Withdrawal Request issued on January 17,
2008. The Order incorrectly found the plain language of the applicable
agreements and tariffs ambiguous and conditioned its withdrawal from
PJM on continuing to pay Locational Reliability (i.e., RPM capacity
charges) even after it no longer serves load in PJM.

On 2/19/08, PJM filed its answer to the Maryland PSC complaint in Docket
No. EL08-34, which asks FERC to eliminate the current offer-capping
exemptions for certain recently built generators and for sales on certain
intra-PJM interfaces. In its answer, PJM stated that it would not be
opposed to FERC reconsidering as a policy matter whether to revisit
the balance it struck when it adopted the construction exemption. PJM
argued, however, that the Complaint's claim that the exempt units have
exercised market power is not persuasive. PJM also asked FERC to dismiss
the complaint as to the exempt interfaces, in deference to the PJM stakeholder
process that is considering that issue along with possible changes to
scarcity pricing. Finally, PJM showed that, contrary to the claims in
the Complaint, PJM has not violated its tariff, so the MdPSC cannot
rely on that allegation as a basis for seeking refunds back to 2006.
