PJM Market Monitor finds wholesale electricity markets remain competitive
Once again, PJM Interconnection’s wholesale electric energy markets have been found to produce competitive results, according to the 2007 State of the Market Report, issued by the independent Market Monitoring Unit (MMU) for PJM. Over the years, the MMU’s State of the Market Reports consistently have shown that the PJM markets produce competitive results. (more)

RPM to be evaluated
PJM Interconnection will conduct an evaluation of the performance of the Reliability Pricing Model (RPM) in providing investment signals for new and existing generation and demand response resources. The ISO/RTO Council (IRC) will hold a technical conference on demand response in wholesale electricity markets on April 21 in Arlington, Va. The one-day conference will solicit industry input on two initiatives to advance the participation of demand response in wholesale electricity markets. (more)

Highlights

PJM Market Monitor finds wholesale electricity markets remain competitive

Once again, PJM Interconnection’s wholesale electric energy markets have been found to produce competitive results, according to the 2007 State of the Market Report, issued by the independent Market Monitoring Unit (MMU) for PJM. Over the years, the MMU’s State of the Market Reports consistently have shown that the PJM markets produce competitive results.

The Market Monitoring Unit’s annual assessment of the wholesale electricity markets managed by PJM analyzes market structure, participant behavior and market performance. The report finds competitive results for PJM’s Energy, Capacity, Synchronized Reserve and Financial Transmission Rights Auction markets.

The report shows once again that most of the electricity used in the PJM region was either purchased through contracts or self-supplied. Only about four percent of the electricity was purchased through PJM’s spot markets in 2007. Coal-fired units continue to be the most frequent marginal units – setting the price of electricity 70 percent of the time in 2007 as they did in 2006.

The cost of fuel is the largest component of the cost of electricity, according to the report. Fuel costs accounted for 69.8 percent of the average price of electricity in 2007, environmental control costs about 8.2 percent, variable operation and maintenance expense 6.7 percent, and mark up 9.5 percent.

On average, the revenues for generators since 1999 have not been sufficient to cover the fixed costs of a new generating unit, according to the report. For example, a newly constructed combined-cycle unit would have covered just 61 percent of its fixed costs. In 2007, the report said, the fixed costs of constructing a new combustion turbine, combined-cycle or coal-fired steam generation resource were fully covered in some, but not all, PJM control zones. There was revenue adequacy in 2007 for the combined-cycle technology for more zones than for either the combustion turbine or pulverized-coal technologies.

The report also compares the previously used system to attain capacity—the Capacity Credit Market (CCM) and RPM. The results show that RPM represents a significant change in the structure of the Capacity Market because it’s forward-looking, annual, based on locational market, with a must-offer requirement for capacity and mandatory participation and provides performance incentives for generation.

Other findings of the report include:

  • The overall results support the conclusion that prices in PJM are set, on average, by generating units operating at or close to their marginal costs. This outcome is strong evidence of competitive behavior.
  • Overall, 2007 net revenue for generators showed a significant increase over 2006. The results from 2007 mark a reversal of the trend from the prior eight-year period, 1999 to 2006. The increased net revenues in 2007 were the result of higher locational energy prices and of much higher locational capacity prices. Revenues from the sale of capacity resources increased significantly in 2007 as the result of the RPM Capacity Market.

The Market Monitoring Unit evaluates the operation of PJM’s wholesale markets to identify ineffective market rules and tariff provisions, identifies potential anticompetitive behavior by market participants and provides the comprehensive market analysis critical for informed policy decision making. Bowring, the market monitor, ensures the independence and objectivity of the monitoring program. The Market Monitoring Unit submits the State of the Market Report to the PJM Board and to the Federal Energy Regulatory Commission.

New Regional Transmission Expansion Plan posted

PJM Interconnection has published its annual report on electric transmission system additions and upgrades in the PJM region from Illinois to New Jersey and Pennsylvania to North Carolina.

The 2007 Regional Transmission Expansion Plan report provides an explanation by state of:

  • Reasons behind the need for additional transmission lines or other facilities such as load growth, new generating plants and retirement of generation;
  • Limits on the transmission system that could create problems;
  • New or upgraded transmission lines or other facilities needed to resolve the problems.

The PJM Board has authorized more than $9.8 billion in transmission upgrades and additions since the regional planning process began in 1997.

RPM to be evaluated

PJM Interconnection will conduct an evaluation of the performance of the Reliability Pricing Model (RPM) in providing investment signals for new and existing generation and demand response resources. The assessment is to verify that RPM is working as intended to facilitate market investment to maintain appropriate levels of capacity consistent with reliability principles and standards.

PJM has commissioned the Brattle Group to perform this analysis. The PJM Market Monitoring Unit has been invited to participate. The resulting report is expected to be completed by June 30, 2008. The report will provide any recommendations for modifications to RPM, if necessary, to improve its performance in maintaining resource adequacy.

Upon completion, the report and any recommendations will be discussed with stakeholders to allow all interested parties to comment on both the report and recommendations. The report is expected to start a PJM stakeholder process to discuss the results and recommendations.

ISO/RTO Council to host technical conference on demand response

The ISO/RTO Council (IRC) will hold a technical conference on demand response in wholesale electricity markets on April 21 in Arlington, Va. The one-day conference will solicit industry input on two initiatives to advance the participation of demand response in wholesale electricity markets.

The IRC is an industry organization consisting of representatives of North American ISOs and RTOs. The IRC works collaboratively to develop effective processes, tools and standard methods for improving competitive electricity markets across North America. The IRC’s goal is to balance reliability considerations with market practices, resulting in efficient, robust markets that provide competitive and reliable service to electricity users.

FERC Commissioner Jon Wellinghoff will give the keynote address to open the conference, which will feature two sessions. The first session will discuss the joint IRC/North American Energy Standards Board (NAESB) initiative to create national standards for measurement and verification of demand response programs and resources. The second session will focus on the development of standardized communication protocols and possible North American Electric Reliability Corporation (NERC) standards to ease the participation of small demand resources in energy and ancillary services markets.

Members from the IRC’s Working Group on Demand Response will discuss initial ideas and plans for addressing these issues. The group includes a cross-section from the demand response industry, including groups such as load aggregators, end-use customers, and technology providers. Formal presentations will be followed by open discussions to collect industry feedback on existing ideas, and obtain feedback on areas that warrant further discussion and development.

The conference will be held in at the Hilton Crystal City in Arlington, Va. Registration begins at 7:30 a.m.; sessions run from 9:00 a.m. to 4:30 p.m. Event registration is $75 and includes lunch and refreshments during the day.

Miscellaneous

FERC Order No. 693 approved NERC’s amendment adding the definition of interchange authority as a functional entity included in the NERC Registry Criteria. An interchange authority is intended to provide essentially a quality control function in verifying and approving interchange schedules and communication that information. PJM performs the functions defined as an interchange authority and intends to register as an interchange authority in the ERO compliance registry.

The ISA facilitates the interconnection of an increase in capacity of 5 MW for a total capacity of 450 MW for the Edgemoor facility (located in Wilmington, DE) to the PJM transmission system. The ISA is effective September 11, 2007 as requested.

The Commission accepts the revised tariff sheets, suspends them for a nominal period to become effective February 14, 2008, subject to refund and subject to the outcome of further proceedings in Docket No. ER06-456, et al. In addition, the Commission grants a waiver of the 30-day tariff filing provision for facilities that operate below 500 kV.

At the end of the conference, the parties agreed to a schedule under which the complainant will circulate a draft settlement agreement by February 14, 2008, and the parties will circulate comments by February 22, 2008. A second settlement conference is scheduled for March 3, 2008.

    On February 8, 2008, in Docket Nos. ER07-1071-000 and ER07-1072-000, the Commission issued an Order accepting and suspending filing, subject to refund, establishing hearing and settlement judge procedures, and holding procedures in abeyance in the matter of Virginia Electric and Power Co., (Dominion Virginia Power) submitting New Attachment H-16B to PJM's Open Access Transmission Tariff. The order accepts Dominion's proposed rate to Emporia Hydro for wholesale distribution service and suspended for a nominal period, subject to refund, and subject to the outcome of the proceeding in Docket No. ER08-92-000, to become effective August 21, 2007 and denies Dominion's request for a 50 basis point adder and Request for Waiver of prior notice. Dominion is also ordered to make time value of revenues refunds within 30 days of the date of issuance of this order, and to file a refund report within 15 days thereafter. A status report will be filed by the settlement judge within 30 days after appointment of the settlement judge and again at least every 60 days thereafter.

    On February 19, 2008, the Duquesne Light Company, in Docket No. ER08-194-001, requested for rehearing and clarification of the Commission's Order Addressing Conditional RTO Withdrawal Request issued on January 17, 2008. The Order incorrectly found the plain language of the applicable agreements and tariffs ambiguous and conditioned its withdrawal from PJM on continuing to pay Locational Reliability (i.e., RPM capacity charges) even after it no longer serves load in PJM.

    On 2/19/08, PJM filed its answer to the Maryland PSC complaint in Docket No. EL08-34, which asks FERC to eliminate the current offer-capping exemptions for certain recently built generators and for sales on certain intra-PJM interfaces. In its answer, PJM stated that it would not be opposed to FERC reconsidering as a policy matter whether to revisit the balance it struck when it adopted the construction exemption. PJM argued, however, that the Complaint's claim that the exempt units have exercised market power is not persuasive. PJM also asked FERC to dismiss the complaint as to the exempt interfaces, in deference to the PJM stakeholder process that is considering that issue along with possible changes to scarcity pricing. Finally, PJM showed that, contrary to the claims in the Complaint, PJM has not violated its tariff, so the MdPSC cannot rely on that allegation as a basis for seeking refunds back to 2006.
