Highlights

Power Grid Ready for Hot Weather Power Demand this Summer

Power supplies should be adequate this summer in the PJM Interconnection. However, weather normalized peak electricity use in PJM is likely to be higher than last summer’s level but lower than the all-time record demand.

“We have the required amount of capacity committed to serve consumers for this summer. System operators both at PJM and our members are prepared to handle the challenges the summer may bring,” said Michael J. Kormos, PJM senior vice president - Operations. “However, to ensure reliable power supplies for future summers we’ll need additional supply resources and additions to the transmission system.”

The projected weather-adjusted highest demand for electricity in summer 2008 is 137,950 megawatts (MW). A megawatt is enough electricity to power 800-1,000 homes. PJM has 159,780 MW of committed capacity for the summer.

In order to ensure reliability, PJM conducts annual auctions for capacity three years in advance to assure generation will be available for that year. The auction process uses PJM’s Reliability Pricing Model which requires generation owners to commit their generation to supplying PJM consumers for a full year. Previously, generators could stop providing electricity in PJM and export power outside the region if a higher-priced opportunity arose.

The Reliability Pricing Model also has secured 4,460 MW of emergency load management for summer 2008. The amount of available load management has doubled compared to last summer. Consumers in load management programs typically receive either a special rate or payments for stopping or reducing their use of electricity under emergency conditions.

Peak demand for electricity is forecast to grow 1.4 percent or 1,850 MW compared to 2007. That’s enough power to run a medium-sized city. The weather-adjusted peak in 2007 was 136,100 MW. (The actual recorded peak use was 139,428 MW.)

Peak electricity use in the PJM region is driven by high temperatures. PJM’s annual summer pre-seasonal assessment looks at a range of possible conditions to allow for variation in weather conditions. The forecast is based on typical peak weather conditions experienced over the past 35 years. Actual electricity demand will vary as temperatures vary from normal. PJM and its members use the forecasted demand to prepare for the summer.

PJM’s reserve margin will be 19.7 percent based on committed capacity. The required margin is 15 percent for this summer. Reserve margin provides a “cushion” of generating capacity to meet unexpected high use levels or equipment problems.

PJM’s all-time record use of electricity of 144,644 MW occurred in 2006.

PJM Capacity Auction Results: Power Supplies Up, Prices Down

PJM’s recently completed Reliability Pricing Model (RPM) auction produced a large increase in generation and demand resources and a lower price than the last auction. The auction for the planning year, June 2011 through May 2012, was the first that included a full three-year forward-looking planning horizon.

The auction yielded a net increase in resources available to PJM of 4,238 megawatts (MW) of new generation and demand response, including more than 1,000 MW of base load capacity. It produced a uniform price across the entire PJM region of $110 per megawatt-day, a decrease of $64.29 (37 percent) per megawatt-day from the last auction.

“Forward capacity auctions are creating incentives, and the marketplace is responding with investments,” said Andrew L. Ott, PJM senior vice president - Markets. “This auction included offers from several large combined cycle plants and one large coal plant, all of which cleared to create the largest increase in new supply across the auctions held to date. This really was the first auction that provided the full three-year lead time to attract substantial new generation.

The current auction attracted 2,333 MW of entirely new generating units, including solar, wind, natural gas and coal-fired units; 1,243 MW of new capacity from upgraded existing units; and 662 MW of new demand response – equivalent to a mid-sized power plant. The total results include 176,055 MW of generation and 2,035 MW of demand response.

“Considering the combined results of all five base auctions conducted to date, we calculate that the minimum increase in capacity is more than 16,000 megawatts compared to what would have been available without RPM,” Ott said.

Capacity prices are paid by electricity providers at a wholesale level, and the price that is passed to retail consumers differs by company.

Senior Vice President of Markets Speaks on RPM at FERC

Andrew Ott, PJM's senior vice president - Markets, spoke May 7 on the Reliability Pricing Model (RPM), PJM's capacity-market system, at a technical conference held by the Federal Energy Regulatory Commission (FERC). The conference addressed the operation of forward capacity markets in New England and PJM.

While pointing out that it is too early to draw definite conclusions about the long-term effectiveness of the RPM approach, Ott's said that the initial results of RPM have been positive:

"RPM has encouraged new entry, has provided incentive for increased demand response participation and has reversed the trend of generation retirements that were threatening the continued safe and reliable operation of the grid."

In total, more than 11,800 megawatts of additional capacity will be available for the 2010/2011 delivery year as a result of the first four RPM auctions. Ott's comments for the FERC technical conference are available.

Record Attendance and New Announcements at Annual Members Meeting

Amid record attendance of members—nearly 500—Terry Boston, PJM president and chief executive officer, spoke on the state of PJM at the May 2 meeting of the Members Committee at the PJM Annual Meeting at the Kingsmill Resort and Spa in Williamsburg, Va. The meeting opened with remarks from Commissioner Frederick F. Butler of the New Jersey Board of Public Utilities.

In his talk, Boston announced the promotion of Andy Ott to the post of senior vice president – Markets. Ott's major focus will be to examine market design and market operations and offer solutions to improve integration with reliability and enhance market efficiency and transparency.

Boston also spoke about the importance of integrating the grid and markets for reliability and economic benefit, the need for new capacity and bulk transmission to meet reliability responsibilities and how PJM will work with the Market Monitoring Unit to do what is best for markets in the long run.

Also at the meeting, the members re-elected three board members – Ake Almgren, John T. Coughlin and Susan J. Riley – to three-year terms on the Board of Managers.

Group Explores Emerging Energy Resources

The PJM Emerging Energy Resources (PEER) forum held its second meeting recently at the Atlantic County Utility Authority's (ACUA) renewable energy site in Egg Harbor Township, New Jersey on May 16. Representatives from throughout the energy industry turned out to hear about a range of issues including wind integration and forecasting, thermal storage for peak load shifting and demand response, and integration of solar photovoltaic (PV) resources into PJM.

Representatives from California Independent System Operator (CAISO) discussed wind integration and forecasting. California is one of the leading states for wind generation. Attendees also learned about how the capacity factor for solar was determined in PJM based on the first solar plant bid into the recent capacity auction. Other presentations included metering options for the Generation Attribute Tracking System (GATS), video and presentations by EVAPCO on thermal ice storage systems, and a case study by Exelon of their Fairless Hills solar PV facility interconnected to the PJM system.

Following the presentations were tours of the ACUA site which includes a landfill gas plant, wind generator, solar installation and has a recycling center.

The PEER forums are hosted by PJM to meet the need of stakeholders who have expressed interest in exploring opportunities for the deployment of emerging energy resources within PJM. This second meeting is one of several PJM is hosting in 2008. PEER will be charged with investigating and advancing, as appropriate, issues specific to these resources. PEER will also serve as an information exchange between PJM and interested parties. The PEER forums are open to all PJM stakeholders. Industry Cross-section Develops Demand Response Action Plans

More than 150 state and federal regulators, consumer advocates, electric utilities, curtailment service providers, technology companies and others developed action plans to increase demand response at PJM Interconnection’s Demand Response Symposium in Baltimore, Md. on May 12-13.

Demand response is defined as reducing electricity use when demand is high instead of producing additional electricity.

The symposium participants focused on three topic areas: data management and automatic metering infrastructure (AMI), demand response customer education and training, and the coordinating of demand response with transmission planning and capacity auction processes. The topic areas were identified in the Demand Response Roadmap that resulted from PJM’s first demand response symposium last year.

“The burning platform for demand response to happen involves a change in the marketplace,” said Ohio Public Utilities Commissioner Paul Centolella in a kick-off panel discussion. “The rising cost of generation capacity and fuel, the falling cost of communications and control technology, living in a carbon constrained environment, and the parallel need for a smart grid to support a digital economy are driving factors for demand response.”

Centolella stated that understanding customer behavior will be a barrier in implementing demand response because the industry is largely comprised of engineers, lawyers and accountants not people who have studied customer behaviors.

In addition to Centolella, other presenters were Kim Pizzingrilli of the Pennsylvania Public Utility Commission, Alan Friefeld of the Maryland Public Service Commission and Robert Lieberman of the Illinois Commerce Commission. Frank Magnotti of Comverge and Wayne Harbaugh of Baltimore Gas and Electric (BGE) also presented.

Companies such as BGE are learning about customer behaviors through pilot programs such as their Smart Energy Savers Program. That program, which was presented at the symposium, includes AMI, energy conservation and dynamic pricing.

The presentations of the two-day forum are posted to the PJM Web site and the results of the discussions will be posted in coming weeks. These results will provide the basis for the advancing demand response in the PJM region during the coming year.

Miscellaneous

NERC - Per the April 2008 NERC News, NERC posted their Draft 2009 Business Plan & Budget that highlighted the growth of their organization (and a budget increase of more than 46% over their 2008 budget). Their report is available at 2009 NERC Business Plan and Budget.

- NERC’s current effort to address FERC’s directives in Order 890 related to the reliability aspect of Available Transfer Capability (ATC) was recently dealt a setback when, during the initial ballot in March, none of the standards received the supermajority approval required for a standard to pass. Based on PJM comments, many members of the ballot pool expressed concern that the standard was too prescriptive and procedural, and allowed for only one way of determining CBM. In response, the Standards Drafting Team is revising the standard to be less rigid and focus more on outcomes rather than the methods for achieving those outcomes. Please see the entire article featured in the April 2008 NERC news. PJM was pleased they could enhance these standards.

- One of the key areas identified in FERC Order 693 for further evaluation was the training of System Operators who have control over the BES. This led to the current initiative Project 2006-01, development of a System Personnel Training Standard. One of the key elements of the new Standard is the requirement for the use of a Systematic Approach to Training (SAT). Utilizing this type of an approach will ensure that there is a timely, ongoing and consistent method of training used by all Regions thus providing for increased reliability of the Bulk Electric System. The Standard Drafting Team is in the process of reviewing industry comments and evaluating any potential impacts on the Standard in its present form. It is anticipated that this Standard will be finalized in January 2009. PJM submitted nominations.

- NERC System Operator examinations will not be available between May 31, 2008, and July 7, 2008, as preparations are made for the launch of the new examinations this summer. See NERC News link for additional information.

- A SAR has been approved to revise the VSLs for the eight EOP reliability standards that failed to meet the required two-thirds majority of the weighted segment votes cast in the affirmative. The revised VSLs will be re-submitted to the industry through May 19, 2008, for approval and, once approved, will be filed with the appropriate regulatory authorities as directed by the board.

Background: The February 18, 2006, Public Service Company of Colorado Detailed Disturbance Report identified that the loss of the steam generating unit on a combined cycle plant could result in loss of the associated gas turbine units. A similar problem was exhibited during the September 18, 2007, MRO disturbance, where all gas turbines in a combined cycle plant were lost following the tripping of the heat recovery steam unit.

Observation: The loss of the steam turbine in a combined cycle facility without waste heat or steam bypass capability could result in the loss of the entire facility. Not all combined cycle facilities are equipped with waste heat or steam bypass capabilities, or have transfer-trip functions associated with loss of the heat-recovery units. Similarly, when there is only a single combustion turbine operating with the heat recovery steam turbine, loss of the combustion turbine will also cause the loss of the steam turbine. All such situations are single contingencies for long-term planning, operations planning, and derivation of system operating limits.

- The Compliance Reporting System for 2008 compliance submittals is targeted for implementation in June 2008. In coming weeks, additional communications will follow with details regarding system training for RFC registered entities. Reporting due dates, listed in the 2008 Compliance Schedule, will be adjusted as needed to account for this implementation and training.

- On May 13, 2008, Patrick Brown of the PJM NERC & Regional Coordination Department presented PJM’s Restoration Plan Coordination Checklist for industry consideration. The purpose of this checklist is to ensure coordination with a Reliability Coordinator’s neighboring entities and internal generator owners and balancing authorities by providing detailed references to any changes and enhancements to restoration plans, consistent with the requirements of NERC standard EOP-005, Requirement 4.

- The RFC Critical Infrastructure Protection Subcommittee will be conducting a workshop on the NERC Cyber Security Standards (CIP-002 – CIP-009) June 9-10, 2008 in Cleveland, Ohio. The overarching objective of this workshop is to provide examples of how Registered Entities within the RFC region are approaching compliance to these standards and a forum for the exchange of ideas on implementation of the standards. This workshop is open only to persons employed by Registered Entities of RFC, and advance workshop registration is required. Workshop Announcement (PDF) - RFC recently met with a number of stakeholders (PJM member driven) to discuss forming a stakeholder compliance forum. The purpose of the forum would be to provide an opportunity for more regular interaction between stakeholders and RFC compliance staff as well as an opportunity for stakeholders to meet privately and compare notes on how they are dealing with ensuring they are compliant to reliability standards. Mike Gildea and Bob Hoopes are leading this effort.

- On April 18, 2008, RFC began compiling information on the entities registered as Generator Owners and Generator Operators in order to better understand the responsibilities of the registered entities for equipment and facilities which they own or operate as well as the tasks which they perform. This data will be compiled in a database. All generator owners and operators were e-mailed forms to complete. These forms are located on the RFC website at Generator Owner Verification Form and Generator Operator Verification Form.

- RFC is utilizing the off-site compliance audit process to assess compliance of registered entities subject to a six-year compliance audit schedule.

- RFC has posted the six-year Compliance Audit Schedule. Questions regarding the schedule should be made to Gary Campbell at 330-247-3062.- The new Compliance Reporting System for 2008 compliance submittals is targeted for implementation in June 2008.

- The Compliance Monitoring and Enforcement Program (CMEP) and Hearing Procedure are being revised and reviewed by the RFC Board of Directors to reflect the directives from the FERC Order regarding RFC’s Delegation Agreement.

    On 5/27/2008, the Federal Energy Regulatory Commission (FERC), Washington D.C. issued a Letter order accepting PJM Interconnection, L.L.C Revised Tariff Sheets to revise the economic demand response program settlement rules and clarify conflicting language related to the settlement rules for DR effective June 17, 2008, as requested under Docket No. ER08-841.
  • 05.21.2008 Docket No. ER08-744-000 (PDF) On May 21, 2008, in Docket No. ER08-744-000, the Commission issued a letter order accepting for filing, with the May 27, 2008, effective date as requested, PJM's revisions to the PJM Open Access Transmission Tariff (Tariff) and the Amended and Restated Operating Agreement (Operating Agreement) to modify the rules for assigning Incremental Auction Revenue Rights (IARRs.) The purpose of these revisions is to (i) provide greater certainty with respect to the amount of IARRs an entity will receive relative to the initial non-binding estimates of such rights; and (ii) modify section 7.8 (Elective Upgrade Auction Revenue Rights) of the PJM Operating Agreement and Tariff to clarify that IARRs authorized pursuant to that section will be assigned pursuant to Section 231 (Incremental Auction Revenue Rights) of the PJM Tariff.

    On May 20, 2008, in Docket No. EL07-56, EL07-58, the Commission issued a Formal Notice of Filing of PJM's motion to extend the implementation date of external market monitoring services under the December 19, 2007 settlement agreement (Rate Schedule FERC 46, Market Monitoring Services Agreement and Rate Schedule FERC 47, Service Level Agreement).
  • 05.16.2008 Docket No. EL08-34-000 (PDF)
    On May 16, 2008, in Docket Nos. EL08-34-000 and EL08-47-000, the Commission issued an Order Granting in Part and Dismissing in Part the Complaint, and Establishing Section 206 Hearing. The Commission granted the Maryland PSC's request to eliminate the exemptions from energy market offer mitigation, but it denied the request for retroactive relief. The Commission further ordered that within 30 days of the date of this order PJM shall make a compliance filing to revise its tariff to eliminate the construction and interface exemptions. The Commission also finds that the three pivotal supplier market screen methodology may be unjust, unreasonable, unduly discriminatory or preferential. Thus the Commission in its Order instituted an investigation and paper hearing procedures under Docket No. EL08-47 to determine whether the three pivotal supplier test continues to be just and reasonable. Finally, the Commission ordered that the issue of the appropriateness of the three pivotal supplier test be held in abeyance pending the conclusion of the ongoing PJM stakeholder process regarding the same, or until September 2, 2008, whichever is earlier. PJM must file the results of the stakeholder process with the Commission within thirty days from the conclusion thereof.
  • 05.15.2008 Docket No. OA08-32-000 (PDF) On May 15, 2008, in Docket No. OA08-32-000, the Commission issued an Order Accepting PJM's Compliance Filing of December 7, 2007, with the Commission's Order 890, subject to further compliance filings within 90 days. PJM is directed to make additional compliance filings addressing various modifications in this order within 90 days including 1) Modifying the PJM Operating Agreement ("OA") to provide additional information from the Transmission Owners regarding supplemental projects and local plans will be readily available to the stakeholders; 2) Clarifying that the "Supplemental Projects" category will not be eligible for Schedule 12 cost allocation; 3) Modifying the OA to further clarify the roles of the Regional and Sub-regional RTEP Committees; and 4) Updating its manuals to describe these committees and Supplemental Projects.

    On May 15, 2008, in Docket No. ER08-691-000, the Commission issued a letter order accepting for filing, with a May 18, 2008 effective date as requested, revisions to amend the PJM Open Access Transmission Tariff and the Amended and Restated Operating Agreement by modifying the allocation of excess congestion revenues. The purpose of PJM's proposal is to distribute excess congestion revenues remaining after transmission rights are fully funded on the same basis that transmission rights uplift charges are assessed.

    On May 15, 2008, in Docket No. ER08-775-000, the Commission issued a letter order accepting for filing, with a March 3, 2008 effective date as requested, an executed Interconnection Service Agreement (ISA) with PJM, Tenaska Virginia II Partners, L.P. (Tenaska) and Virginia Electric and Power Company (VEPCO). This ISA facilitates the interconnection of a 675 MW generating facility (Bear Garden Facility) to the PJM transmission system. The ISA replaces First Revised Service Agreement No. 1334, filing in docket Nos. ER05-695-000, et al.

    On May 15, 2008, in Docket No. ER08-827-000, the Commission issued a letter order accepting for filing, with a March 31, 2008 effective date as requested, an Interconnection Service Agreement (ISA) among PJM, Virginia Electric and Power Company (Interconnection Customer) and Virginia Electric and Power Company (Interconnected Transmission Owner) (VEPCO). This ISA facilitates the interconnection of a 675 MW generating facility (Bear Garden Facility) to the PJM transmission system. The ISA superseded Original Service Agreement No. 1860, submitted in Docket No. ER08-775-000, and contains changes to reflect VEPCO's new ownership of the generating facility.

    On May 15, 2008, in Docket No. ER07-940-001, the Commission issued an Order Conditionally Accepting Compliance Filings including the August 23, 2007 filing of PJM and Midwest ISO proposing revisions to the Congestion Management Process of the Joint Operating Agreement in compliance with the directives set forth in the Commission's July 24, 2007 order in this proceeding. In today's order, the Commission conditionally accept the proposed changes for filing effective May 29, 2007. In addition, PJM and Midwest ISO are directed to submit a compliance filing indicating the termination date of the field test within 7 days of NERC's decision as to whether the field test should continue beyond the twelve months of the commencement date of PJM's field test, or May 30, 2008, for either RTO.

    On May 5, 2008, the Commission issued an Order Convening Oral Argument, in Docket Nos. ER06-456-006, et al., wherein the MTF Parties and PJM Transmission Owners filed motions to strike portions and exclude testimonies that were filed on behalf of each party. The Commission will convene oral arguments on Thursday, May 8, 2008 at 2:00 p.m. to address the pleadings.

  • 04.30.2008 Docket No. EL08-44-000 (PDF)
    On May 1, 2008, in Docket No. EL08-44-000, the Commission issued an Order holding the matter of PJM Interconnection, L.L.C., vs Accord Energy, et al. in abeyance. The Commission stated it does not have sufficient information to act on the complaint based on the pleadings alone. The Commission's Office of Enforcement instituted an investigation in January 2008 to assess whether there were any violations in this case. Pending completion of the Office of Enforcement investigation, the Commission will hold PJM's complaint in abeyance.

    On April 29, 2008, the Commission issued, in Docket No. ER08-92-000, et al., an Order on Formula Rate Proposal wherein the Virginia Electric and Power Company ("VEPCO") submitted (i) tariff sheets to Attachment H-16 and Schedules 7, 8, and 12 of the PJM Tariff to substitute a formula rate for its stated rates for Network Integration Transmission Service and Point-to-Point transmission service; and (ii) a request for a 50 basis point adder to the return on equity reflected in its formula rate as an incentive for continued membership in an RTO. The Commission accepted the proposed formula rate, with certain modifications; rejected the proposed ROE and requires VEPCO to submit a compliance filing. The effective date is January 1, 2008.

    On April 28, 2008, in Docket No. ER07-1205-002, the Commission issued an Order Granting PJM Interconnection, L.L.C.'s ("PJM") Request for Rehearing and Accepting for Filing the WM Renewable interconnection service agreement ("ISA"). FERC upheld PJM's position and determined that the project which was the subject of the hearing, is a QF that will make jurisdictional wholesale sales to the PJM market, and Order No. 2003-A states that if a QF seeks interconnection to a non-OATT 'distribution' facility to make jurisdictional wholesale sales, the Commission exercises jurisdiction over these interconnections. Hence, FERC accepted the ISA for filing.

    On April 25, 2008, in Docket No. ER07-562-004, the Commission issued the Presiding Judge's Certification of Uncontested Offer of Settlement which comprehensively resolves all issues regarding the matter of Trans-Allegheny Interstate Line Company's ("TrAILCo") planned transmission enhancements to PJM's Allegheny Power Transmission Zone ("APS Zone").

    On May 6, 2008, PJM filed an Answer, in Docket No. ER08-780-000, to two protests to PJM's filing in that case, in which PJM proposed a market-based procurement mechanism for supplemental (30-minute-reserves). In its answer, PJM explained that, contrary to the Md PSC's protest, the day-ahead scheduling reserves ("DASR") market will not result in commitment of less intermediate generation. PJM also explained why non-preformance penalties are not needed for the DASR market, unlike the synchronized reserve market, which properly depends on penalties. PJM also showed that, contrary to the Md PSC's protest, the MMU was actively involved in the development of the DASR market. Finally, PJM clarified, in response to the Steel Producers' protest, that batch load demand resources are eligible to participate in the DASR market.

    On May 2, 2008, PJM and the Midwest ISO jointly submitted proposed revisions to Sections 4.1 and 4.4 of the Congestion Management Process ("CMP") of their Joint Operating Agreement ("JOA") to comply with specific directives contained in the Commission's July 24, 2007 Order (120 FERC para. 61,083). Specifically the RTOs have revised (i) Section 4.1 (Market Flow Determination) of the CMP to state that the Market Flow calculations will use all flows, in both directions, down to a 5% threshold (rather than 3%); and (ii) Section 4.4 (Firm Market Flow Calculation Rules) to state that Forward Firm Flow Limits will consider impacts in the additive direction down to 5% (rather than 3%) and reverse Firm Flow Limits will consider impacts in the counter flow direction down to 5% (rather than 3%). Further, to avoid the necessity of emergency filings to maintain compliance with their respective tariffs and preserve reliable operations of the RTOs' transmission systems in such an event, the RTOs request that the Commission approve additional language: "unless required by NERC to consider impacts below 5% to preserve reliability. Notice of any such change will be posted on the respective OASIS."
