MIC Discusses Technology Improvements and Initiative Updates  

The Markets Implementation Committee heard updates on a new stakeholder forum, gas policy template and inter-regional coordination at its June 8 meeting.  PJM also presented an overview of the recent Markets Gateway issues with the committee.

The issues were with backend systems that support authentication and routing of user log-in information.  Sean McNamara, director – IT Business Solutions, apologized for the inconvenience and covered several short-term and longer-term fixes planned to improved performance.

Stu Bresler, vice president – Markets, also offered that the day-ahead solution, a recently improved engine, has never been the reason for the delays.  One stakeholder said the presentation went a long way to allaying members’ concerns about Markets Gateway.

In other action:

After an extended discussion around new language, the MIC delayed endorsement of the biennial review for Manual 15: Cost Development Guidelines. There will be a special stakeholder meeting on June 29 to work through manual changes revolving around redefining terms such as market seller, and the process for submitting and approving fuel cost policies.

Following up on the confidentiality rule changes implemented in late March, PJM started posting monthly files containing daily zonal uplift credits. The information is on both the Energy Market webpage and the Data Directory on pjm.com.

The committee heard informational presentations on a half-dozen issues, including the new Tech Change Forum, inter-regional coordination and a natural gas policy template from the Market Monitor, covering the range of fuel cost calculation methods for natural gas-fired resources. In addition, there will be an MIC conference call on June 24 to discuss auction-specific bilateral transactions.
