Transmission Owners Approve New Cost Allocation Criteria

The Transmission Owners Agreement-Administrative Committee has proposed changes to how costs of some transmission projects are allocated under the PJM Regional Transmission Expansion Plan. Chip Richardson of PPL Electric Utilities Corp., who represented the Transmission Owners, explained the change to the Members Committee Feb 26. The cost allocation change will be filed at the Federal Energy Regulatory Commission.

The cost allocation change applies to reliability projects included in the RTEP solely because of individual transmission owner planning criteria. The costs of those projects would be allocated locally to the zone. Projects resulting from PJM regional criteria are subject to regional cost allocation.

The Transmission Owners have authority to file tariff changes related to cost allocation for transmission upgrades and additions.
