PJM reviewed load management deadlines for upcoming Base Residual Auction at the Demand Response Subcommittee’s March 27 meeting. The 2021/2022 Base Residual Offer window will open May 10, 2018, and will close at 5 p.m. EPT on May 16.
RPM Pre-Registration Process (for existing available megawatts):
- On April 3, PJM will supply curtailment service providers (CSP) with a list of registrations (in eRPM).
- PJM will use the higher of 2017/2018 or 2018/2019 nominated installed capacity values.
- By April 16, CSPs must confirm, in eRPM, the registrations they reasonably believe they’ll have under contract for the 2021/2022 delivery year.
- These form the basis of their existing available megawatts to offer into the Base Residual Auction.
Additional deadlines:
- April 18 – DR sell offer plans and officer certifications are due.
- Demand response setup window opens April 24 and closes at 5 p.m. EPT on May 7.
PJM also reviewed the recent five-minute settlement compliance filing to the Federal Energy Regulation Commission on demand response energy settlements.
Continued stakeholder discussions:
- There is consensus to move forward on the exception process for Capacity Performance winter peak load calculation when a facility has low load, indicative of a facility outage or scaled back operations. The Demand Response Subcommittee will focus on manual and tariff changes before sending them to the Market Implementation Committee for endorsement.
- There is consensus to move forward on recent changes for seasonal demand response Capacity Performance registration aggregation – the DRS will focus on manual and tariff changes before sending to the Markets Implementation Committee for endorsement.
- There was an update on DR Hub tool and Markets Gateway change to limit energy offers to DR Hub maximum load reduction amount.
- There was a review of the non-interval metered customer experience with measurement and verification rules implemented in 2015.
