PJM Submits Comments on DOE NOPR

On Monday, PJM filed comments with the Federal Energy Regulatory Commission on the Department of Energy proposal to address grid reliability and resilience pricing. PJM also was part of the comments from the ISO/RTO Council.

PJM believes that the DOE incorrectly identifies the problem and its cause and seeks to impose a remedy not supported by the reliability and resilience concerns the NOPR claims to address.

PJM contends that the DOE is seeking a regulatory solution, where a market solution is called for. The PJM region is reliable, and its competitive markets have been instrumental in helping ensure reliability. PJM also believes that the DOE NOPR ignores efforts already underway to address resilience through the markets.
